โรงเรียนฮั่วเคียวกงฮัก ได้เริ่มก่อตั้งเมื่อ วันที่ 29 พฤษภาคม 2491 มีเนื้อที่ 10 ไร่ 69 ตารางวา เป็นอาคารไม้ใต้ถุนสูง 1 หลัง ตั้งอยู่เลขที่ 965 ถนนประจักษ์ศิลปาคม ตำบลในเมือง อำเภอเมือง จังหวัดหนองคาย ผู้ดำเนินการจัดตั้งโรงเรียนขึ้นคือ สมาคมพ่อค้าจีนในจังหวัดหนองคายโดยมี นายปกรณ์ เกียระสาร เป็นเจ้าของ นายสงวน ตันสวัสดิ์ เป็นผู้จัดการ และนายเลิศศักดิ์ พิทักษ์กุล เป็นครูใหญ่ ต่อมาเมื่อวันที่ 26 พฤศจิกายน 2524 นายปกรณ์ เกียระสาร ได้โอนกิจการโรงเรียนให้กับมูลนิธิหนองคายสายสัมพันธ์สงเคราะห์ และมูลนิธิ ฯ ได้อนุญาตให้โรงเรียนใช้ที่ดิน จำนวน 6 ไร่ 3 งาน 65 ตารางวา ที่โรงเรียนตั้งอยู่ปัจจุบัน ดำเนินกิจการโรงเรียน
ต่อมา ทางคณะกรรมการมูลนิธิหนองคายสายสัมพันธ์สงเคราะห์ ได้เห็นว่าอาคารไม้ของโรงเรียนได้สร้างมานานหลายสิบปี อาจมีส่วนชำรุดหักพัง จึงมีมติมอบอาคารคอนกรีต 2 ชั้น จำนวน 1 หลัง ที่สร้างขึ้นใหม่อยู่ด้านหลังของอาคารเรียนเดิม และที่ดินในบริเวณดังกล่าว ให้กับโรงเรียนอีกจำนวน 1 ไร่ เมื่อวันที่ 6 มกราคม 2536 ส่วนอาคารไม้นั้นได้ทำการรื้อถอนไป นอกจากนี้ทางมูลนิธิหนองคายสายสัมพันธ์สงเคราะห์ ยังได้มอบอาคารเอนกประสงค์ อาคารห้องสุขาให้กับโรงเรียน เพื่อใช้ประโยชน์ต่อไปอีกด้วย
