พระบาทสมเด็จพระเจ้าอยู่หัวฯ ทรงห่วงใยบัญหาการจราจรในกรุงเทพฯ และได้พระราชทานพระราชดำริในแนวทางตลอดจนวิธีการแก้ไขปัญหาที่ได้ผลสำเร็จมาแล้วอย่างต่อเนื่อง " โครงการพระราชดำริทางคู่ขนานลอยฟ้า " เป็นอีกหนึ่งโครงการพระราชดำริที่แสดงให้เห็นถึงพระปรีชาญาณที่ทรงมองการณ์ไกลเกี่ยวกับการแก้ไขปัญหาจราจรและน้ำพระทัยอันเปี่ยมล้น ด้วยพระเมตตากรุณาที่ทรงมีต่อพสกนิกร เมื่อครั้งที่พระบาทสมเด็จพระเจ้าอยู่หัวเสด็จฯเยี่ยมพระอาการประชวรของสมเด็จพระศรีนครินทราบรมราชชนนีที่โรงพยาบาลศิริราชช่วงเดือนมิถุนายน ๒๕๓๘ ได้ทอดพระเนตรเห็นปัญหาการจราจรที่ติดขัดเป็นอย่างมากที่บริเวณสะพานสมเด็จพระปิ่นเกล้าต่อเนื่องไปจนถึงถนนบรมราชชนนี จึงได้พระราชทานแนวพระราชดำริให้ก่อสร้างทางคู่ขนานลอยฟ้าจากเชิงสะพานสมเด็จพระปิ่นเกล้าไปยังบริเวณสถานีขนส่งสายใต้แห่งใหม่ อีกทั้งยังทรงมีพระราชดำรัสเพิ่มเติมถึงการจราจรขาออกนอกเมืองตอนหนึ่งว่า"... หากสร้างสะพานยกระดับขาออกให้ยาวเลยไปจากขนส่งสายใต้ จะมีประโยชน์มาก ...."จากแนวพระราชดำรินี้ นายบรรหาร ศิลปอาชา นายกรัฐมนตรีในขณะนั้น ได้เชิญผู้ว่าราชการกรุงเทพมหานคร( ร้อยเอกกฤษฏา อรุณวงษ์ ณ อยุธยา ) และปลัดกรุงเทพมหานคร ( นายประเสริฐ สมะลาภา ) มาประชุมร่วมกันเพื่อสนองพระราชดำริในการแก้ไขปัญหาการจราจรให้ได้สมบูรณ์มากยิ่งขึ้น ผลการประชุมสรุปได้ว่า กรุงเทพมหานครเป็นผู้รับผิดชอบก่อสร้างทางคู่ขนานลอยฟ้าจากแยกอรุณอัมรินทร์ถึงคลองบางกอกน้อย ระยะทางประมาณ ๓.๒ กิโลเมตร และกรมทางหลวงรับผิดชอบก่อสร้างจากคลองบางกอกน้อย ไปจนถึงแยกพุทธมณฑลสาย ๒ โดยให้รูปแบบสะพาน เสาและคานมีลักษณะเป็นรูปแบบเดียวกันหมดเป็นระยะทาง ๙.๔ กิโลเมตรและจากบริเวณทางยกระดับสิรินธรไปจนเลยทางแยกพุทธมณฑลสาย ๒ อีก ๑ กิโลเมตร นอกจากนี้ กรมทางหลวงยังได้ก่อสร้างขยายช่องจราจรระดับพื้นราบจากเดิมที่มี ๘ ช่องจราจร เพิ่มขึ้นเป็น ๑๒ ช่องจราจรพร้อมทั้งมีการปลูกต้นไม้ที่เกาะกลาง พระบาทสมเด็จพระเจ้าอยู่หัวทรงเห็นชอบตามคำกราบบังคมทูล และได้ทรงพระกรุณาโปรดเกล้าฯ เสด็จฯ ทรงวางศิลาฤกษ์เริ่มโครงการดังกล่าวในวันที่ ๑๖ เมษายน ๒๕๓๙ และเสด็จฯทรงเปิดทางคู่ขนานลอยฟ้าถนนบรมราชชนนี เมื่อวันที่ ๒๑ เมษายน ๒๕๔๑ และทรงประทับรถยนต์พระที่นั่งเสด็จฯไปตามทางคู่ขนานลอยฟ้าถนนบรมราชชนนี หลังจากเสด็จพิธีตัดริบบิ้นแถบแพรเปิดทางแล้ว นายศรีสุข จันทรางศุ อธิบดีกรมทางหลวงสมัยนั้น ได้เล่าในภายหลังถึงพระกระแสรับสั่งว่าทรงมีพระราชดำรัสว่า " การก่อสร้างเส้นทางสายนี้ทำได้ยาก การจราจรมีปัญหา ๒ หน่วยงานร่วมกันทำดีมาก ทำสำเร็จได้ ขอชมเชย " นอกจากนี้ยังทรงถามถึงเรื่องทางระบายน้ำบนสะพานว่าทำอย่างไรและ " อยากถามอะไรหน่อย อยากรู้มานาน การระบายน้ำ ระบายอย่างไร " ซึ่งอธิบดีกรมทางหลวงได้กราบบังคมทูลถวายรายงาน จากนั้น ทรงพระกรุณาฉายภาพอธิบดีกรมทางหลวงและปลัดกรุงเทพมหานครที่ยืนคู่กัน ณ บริเวณ Joint ซึ่งเป็นที่ปลาบปลื่มแก่บุคคลทั้งคู่ยิ่งนัก พระบาทสมเด็จพระเจ้าอยู่หัวยังทรงเล่าว่า พระองค์เสด็จฯแปรพระราชฐานไปหัวหินตั้งแต่ถนนยังไม่ลาดยาง จนมีการพัฒนาเรื่อยมา ขณะนี้ สามารถเสด็จฯ ไปหัวหินได้สะดวกและรวดเร็วขึ้น
