ชื่ออำเภอเมืองพิจิตรแต่เดิมนั้นเป็น “อำเภอเมือง” มาก่อน ต่อมาเปลี่ยนเป็น “อำเภอท่าหลวง” และเปลี่ยนเป็น “อำเภอเมืองพิจิตร” จนถึงปัจจุบัน เดิมทีเดียวเมืองพิจิตรแบ่งการปกครองโดยมีเมืองขึ้นคือเมืองภูมิเท่านั้น พบในราชกิจจานุเบกษา เล่มที่ ๑๐ แผ่นที่ ๑๒ วันที่ ๑๘ มิถุนายน ร.ศ.๑๑๒ (พ.ศ. ๒๔๓๖) และในเอกสารรัชกาลที่ ๕ เป็นรายงานการจัดราชการต่างๆในมณฑลพิษณุโลก ร.ศ. ๑๑๘ (พ.ศ. ๒๔๔๒) ก็กล่าวว่าเมืองพิจิตร เป็นเมืองตรีขึ้นกับมณฑลพิษณุโลก และเมืองพิจิตรมีเมืองขึ้น ๑ เมือง คือ เมืองภูมิ แสดงว่าในตอนนี้ เมืองพิจิตรยังไม่แบ่งการปกครองออกเป็นอำเภอแต่อย่างใด จนกระทั่งปี พ.ศ. ๒๔๔๖ (ร.ศ. ๑๒๒) จึงแบ่งการปกครองเป็นอำเภอ พบในเอกสารรัชกาลที่ ๕ เรื่องปันแขวงการปกครองหัวเมือง ร.ศ. ๑๒๒ ได้กล่าวถึงเมืองพิจิตร แบ่งการปกครองออกเป็น ๓ อำเภอ คือ
๑. เมือง ๒. บางคลาน และ ๓. เมืองภูมิ
