สำนักงานโครงการสุขาภิบาลอาหาร กรมอนามัย กระทรวงสาธารณสุข ได้ให้ความหมายของร้านอาหารประเภทต่าง ๆ โดยจำแนกเป็น 5 ประเภท คือ

ห้องอาหารในโรงแรมหมายถึง ร้านอาหารที่ตั้งอยู่ภายในโรงแรม
ภัตตาคาร หมายถึง ร้านอาหารที่มีขนาดใหญ่ 2 คูหาขึ้นไป ที่รับประทานอยู่ภายในอาคารพนักงานแต่งกายมีแบบฟอร์ม
สวนอาหาร หมายถึง ร้านอาหารที่มีขนาดใหญ่ ที่รับประทานอาหารส่วนใหญ่ อยู่นอกอาคารบรรยากาศเป็นแบบธรรมชาติ พนักงานแต่งกายมีเครื่องแบบ
ร้านอาหารทั่วไป หมายถึง ร้านอาหารขนาดเล็ก 1-2 คูหา ที่รับประทานอาหารอยู่ภายในอาคารส่วนใหญ่เป็นอาหารประจำถิ่น หรือเป็นอาหารเฉพาะ เช่น ข้าวแกง ก๋วยเตี๋ยว ข้าวมันไก่ ข้าวหมูแดงส้มตำ
