ในปี 2544 สิงคโปร์ประสบกับภาวะเศรษฐกิจถดถอยที่ร้ายแรงที่สุดตั้งแต่ได้รับเอกราชเมื่อปี 2508 สาเหตุสำคัญเนื่องมาจากการชะลอตัวทางเศรษฐกิจระหว่างประเทศ ภาวะ เศรษฐกิจตกต่ำของสหรัฐฯ และญี่ปุ่น ประกอบกับเหตุการณ์ก่อการร้ายที่สหรัฐฯ เมื่อวันที่ 11 กันยายน 2544

ผลกระทบที่สำคัญที่สุดจากสภาวะการชะลอตัวทางเศรษฐกิจในปี 2544 คือ ปัญหาการว่างงาน ในช่วงกลางปี 2544 ทางการสิงคโปร์ได้จัดสรรงบประมาณจำนวน 2.2 พันล้านดอลลาร์สิงคโปร์ (หรือประมาณ 1 พันล้านดอลลาร์สหรัฐ) เพื่อรองรับการถดถอยของเศรษฐกิจครั้งนี้ และ ได้ออกมาตรการรองรับ 3ประการ ได้แก่

เมื่อ3ธันวาคม 2544ทางการสิงคโปร์ได้จัดตั้งคณะกรรมการทบทวนนโยบายด้านเศรษฐกิจ (Economic Review Committee – ERC) โดยมีนายลี เซียน ลุง รองนายกรัฐมนตรีและรัฐมนตรีกระทรวงการคลัง เป็นประธาน เพื่อทบทวนแนวนโยบายทางเศรษฐกิจ และยุทธศาสตร์ในการพัฒนาประเทศและจัดทำข้อเสนอแนะในการปรับโครงสร้างทางเศรษฐกิจในอนาคตคณะกรรมการนี้คาดว่าจะใช้เวลา 9 เดือนในการจัดทำข้อเสนอแนะในการพัฒนาและปรับโครงสร้างทางเศรษฐกิจในอนาคต

นายกรัฐมนตรีสิงคโปร์ได้จัดตั้งคณะกรรมการทบทวนยุทธศาสตร์ของสิงคโปร์(Remaking Singapore)ดูแลการพัฒนาแห่งชาติ เป็นประธาน เพื่อสนับสนุน (complement) การดำเนินงานของ ERC โดย RSC จะเน้นด้านการเมือง สังคม และวัฒนธรรม
