จึงได้มีการแสวงหาหนทางความร่วมมือกันอีกครั้ง และสำเร็จภายในปี พ.ศ. 2563 (ค.ศ. 2020) แต่ต่อมาได้ตกลงร่นระยะเวลาจัดตั้งให้เสร็จในปี พ.ศ. 2558 (ค.ศ. 2015) ในปีนั้นเองจะมีการเปิดกว้างให้ประชาชนในแต่ละประเทศสามารถเข้าไปทำงานในประเทศ อื่น ๆ ในประชาคมอาเซียนได้อย่างเสรี เสมือนดังเป็นประเทศเดียวกัน
