อย่างไรก็ตามรัฐบาลไทยก็ได้ตระหนักถึงความสูญเสียทางด้านชีวิตของประชากรที่เกิดจากการสูบบุหรี่ จึงได้มีการรณรงค์ให้เลิกสูบบุหรี่ รวมถึงกำหนดมาตรการต่างๆ โดยการดูแลของกระทรวงสาธารณสุข ที่จะพยายามให้เกิดการเลิกสูบบุหรี่ ดังเช่นที่กระทรวงได้ประกาศบังคับใช้มาตรา 12 แห่งพระราชบัญญัติควบคุมผลิตภัณฑ์ยาสูบ พ.ศ. 2535 ให้มีการพิมพ์คำเตือน และโทษของการสูบบุหรี่ที่ข้างซอง ซึ่งมีผลบังคับใช้ตั้งแต่ 25 มีนาคม พ.ศ. 2548 เป็นต้นมา อีกทั้งยังมีกฏหมายที่ใช้คุ้มครองสุขภาพประชาชน ได้แก่

1. พระราชบัญญัติคุ้มครองสุขภาพของผู้ไม่สูบบุหรี่ พ.ศ. 2535 ที่มีสาระสำคัญในการประกาศเขตปลอดบุหรี่ ซึ่งแบ่งเขตปลอดบุหรี่ออกเป็น 4 กลุ่ม คือ

- เขตปลอดบุหรี่อย่างแท้จริง เช่น รถยนต์โดยสารประจำทาง ทั้งแบบปรับอากาศและไม่ปรับอากาศ รวมถึงแท็กซี่ ตู้รถไฟปรับอากาศ และห้องชมมหรสพ

- เขตปลอดบุหรี่ทั้งหมด เช่น โรงเรียน ห้องสมุด แต่ยกเว้นห้องส่วนตัว

- เขตปลอดบุหรี่เกือบทั้งหมด เช่น สถานพยาบาล ศูนย์การค้า สถานที่ราชการและรัฐวิสาหกิจ หากจะสูบก็ให้สูบเฉพาะในเขตสูบบุหรี่

- เขตปลอดบุหรี่อย่างน้อยครึ่งหนึ่งของพื้นที่นั้น ๆ เช่น ตู้รถไฟโดยสารทั่วไปที่ไม่ใช่แบบปรับอากาศ และร้านขายอาหารทั่ว ๆ ไป เฉพาะบริเวณที่มีระบบปรับอากาศ แต่ต้องจัดเขตสูบบุหรี่ไม่ให้เกินครึ่งหนึ่งของพื้นที่ทั้งหมด

2. พระราชบัญญัติควบคุมผลิตภัณฑ์ยาสูบ ที่มีสาระสำคัญในการห้ามขายบุหรี่ให้กับเด็กอายุต่ำกว่า 18 ปี หากผู้ใดฝ่าฝืนมีโทษจำคุก 1 เดือน หรือปรับไม่เกิน 2,000 บาท รวมถึ
