วันที่ 29 ก.ย. 58 นายสมชาย พูลสวัสดิ์ อธิบดีกรมสรรพสามิต เปิดเผยกับ ไทยรัฐออนไลน์ กรณี มติ ครม. เห็นชอบปิดโครงการรถคันแรก โดย โครงการรถคันแรก จะยุตินับตั้งแต่วันที่ 1 ต.ค. 58 เป็นต้นไป ซึ่งหมายความว่า ผู้ที่เข้าร่วมโครงการรถยนต์คันแรก ต้องมารับรถภายในวันพรุ่งนี้ (30 ก.ย.) เท่านั้น ซึ่งโครงการนี้ดำเนินการมาตั้งแต่ปี 2555 มีผู้ใช้สิทธิ์ตามโครงการ 1,200,000 คัน คิดเป็นเงินภาษีที่ต้องคืน ประมาณ 91,000 ล้านบาท ซึ่งมีผู้ใช้สิทธิ์รับรถไปแล้ว 1,100,000 คัน และยังตกค้างที่ยังไม่มารับรถอีก 100,000 คัน

"จำนวนคนที่ยังไม่มารับรถอีก 100,000 รายนั้น คิดว่าคงไม่มารับแล้ว เพราะตัวเลขนี้ยืนมานานแล้ว และบางรายอาจเปลี่ยนใจไปซื้อรถใหม่ที่มีโปรโมชั่นที่น่าสนใจกว่า บางรายเป็นการจองไว้หลายยี่ห้อและรับรถไปแล้ว แต่ไม่ได้ยกเลิกอีกยี่ห้อหนึ่ง ซึ่งเมื่อเดือน ส.ค. ที่ผ่านมา มีจำนวนคนมารับ 7 ราย บางเดือนมี 1-2 ราย ซึ่งถือว่าน้อยมาก ส่วนสาเหตุที่เดือน ส.ค. จำนวนเพิ่มขึ้นมา เนื่องจาก จะปิดโครงการแล้ว ผู้ที่ยังต้องการใช้รถ ก็เลยรีบมารับ ขณะที่ ผู้ที่ไม่มารับ รัฐบาลก็ไม่ต้องคืนเงินให้ ซึ่งไม่ได้ส่งผลหรือมีผลกระทบใดๆ มองว่าเป็นเรื่องดี ตรงที่ประหยัดเงินงบประมาณและลดภาระของเจ้าหน้าที่"

ทั้งนี้ นายสมชาย กล่าวอีกว่า ขอไม่วิจารณ์ถึงโครงการที่ผ่านมาว่าส่งผลต่อเศรษฐกิจหรือไม่ แต่ช่วงเริ่มต้นโครงการเมื่อ 3 ปีที่ผ่านมา เป็นช่วงที่เกิดน้ำท่วมในตอนนั้น มีโครงการเพื่อกระตุ้นยอดขายให้ผู้ประกอบการรถยนต์ ซึ่งถือว่าประสบความสำเร็จในช่วงเวลานั้น เพราะถือว่า มีคนเข้าร่วมโครงการจำนวนมาก.
