ในปี พ.ศ. ๒๔๓๗ โดยมีพระยาจรูญราชโภคากร (คอซิมเต็ก ณ ระนอง) เป็นผู้ว่าราชการเมืองคนแรก แบ่งเขตแดนกันที่คลองวิสัย เรียกว่าตำบลวิสัยใต้และตำบลวิสัยเหนือ ตำบลวิสัยใต้ขึ้นกับเมืองหลังสวน ตำบลวิสัยเหนือขึ้นกับเมืองชุมพร

ต่อมาปี พ.ศ. ๒๔๖๐ ได้เปลี่ยนชื่อเป็นอำเภอขันเงิน ส่วนชื่อเมืองหลังสวนในปี พ.ศ. ๒๔๕๙ ทรงพระกรุณาโปรดเกล้าฯ ให้เป็นคำว่า "เมือง" ซึ่งเป็นเขตปกครองของจังหวัดเมืองหลังสวนจึงมีชื่อว่า จังหวัดหลังสวนมีผู้ว่าราชการเมืองจึงเปลี่ยนเป็นผู้ว่าราชการจังหวัดตามไปด้วยต่อมาเมื่อ วันที่ ๑ เมษายน พ.ศ. ๒๔๗๕ ทรงพระกรุณาโปรดเกล้าฯให้ยุบจังหวัดหลังสวนเป็นอำเภอขึ้นต่อจังหวัดชุมพร
