ประวัติความเป็นมา : อุทยานบัวสร้างขึ้นเมื่อ พ.ศ. 2553 เพื่อเป็นแหล่งรวบรวมพันธุ์บัวต่างๆ และรองรับการประชุมวิชาการนานาชาติ ที่จัดขึ้นที่จังหวัดสกลนคร นอกจากนี้ยังเป็นสถานที่ศึกษา ค้นคว้า ของนักนิสิตศึกษา และประชาชนทั่วไป รวมทั้งยังเป็นแหล่งพักผ่อนหย่อนใจ และเป็นแหล่งท่องเที่ยวแห่งใหม่ของจังหวัดสกลนคร
