พ.ล.ต.ต.อดุลย์ กล่าวต่อว่า ในช่วง 1 ปี นี้ได้แบ่งแผนปฏิบัติในการเข้าตรวจสอบออกเป็น 3 ระยะ คือระยะที่ 1 ช่วงเดือน ก.ย.-ธ.ค.55 เป็นระยะตรวจสอบข้อมูลของสถานบริการทั้งหมด และเร่งจับกุมกวาดล้างสถานบริการที่ไม่ได้รับอนุญาต ระยะที่ 2 คือช่วงเดือน ม.ค.-เม.ย.56 จะนำสภาพปัญหามาวิเคราะห์ รณรงค์ให้ความรู้ ชี้แจ้งผู้ประกอบการ และจัดระเบียบสถานบริการใหม่ รวมทั้งจัดโซนนิ่งให้มีความเหมาะสมกับสภาพปัจจุบัน และระยะที่ 3 คือช่วงเดือน พ.ค.-ก.ย.56 เป็นระยะเร่งรัดพัฒนาคุณภาพสถานบริการเพื่อรองรับประชาคมเศรษฐกิจอาเซียน พัฒนาความปลอดภัยให้กับนักท่องเที่ยว รวมทั้งประกาศเกียรติคุณสถานบริการคุณภาพอีกด้วย
