- ประวัติความเป็นมา
ศูนย์ศึกษาการพัฒนาห้วยทรายอันเนื่องมาจากพระราชดำริ ตั้งอยู่ในเขตพื้นที่พระราชนิเวศน์มฤคทายวัน ตำบลสามพระยา อำเภอชะอำ จังหวัดเพชรบุรี แต่เดิมพื้นที่แห่งนี้มีผืนป่าขนาดใหญ่ อุดมสมบูรณ์ไปด้วยทรัพยากรธรรมชาติ มีพืชพันธุ์ไม้และสัตว์ป่านานาชนิด ต่อมาเมื่อมีการพัฒนาประเทศทั้งด้านเศรษฐกิจและสังคม ราษฎรได้เข้ามาบุกรุกแผ้วถางป่าเพื่อประกอบอาชีพในห้วงเวลาไม่ถึง 40 ปี พื้นที่ป่าไม้ได้ถูกทำลายลงอย่างสิ้นเชิง ดินขาดการบำรุงรักษาทำให้ธรรมชาติขาดความสมดล เกิดความแห้งแล้ง
วันที่ 5 เมษายน 2526 พระบาทสมเด็จพระเจ้าอยู่หัว ได้เสด็จพระราชดำเนินทรงเยี่ยมราษฎรในพื้นที่ และทรงมีพระราชดำริให้พัฒนาพื้นที่ส่วนหนึ่งในเขตพระราชนิเวศน์มฤคทายวัน เป็นศูนย์ศึกษาการพัฒนาป่าไม้เอนกประสงค์ มุ่งหมายศึกษารูปแบบการพัฒนาเกษตรกรรมควบคู่ไปกับการปลูกป่า เพื่อฟื้นฟูสภาพธรรมชาติและสิ่งแวดล้อม พัฒนาแหล่งน้ำเพื่อใช้ในการเกษตรและปลูกป่า จัดสรรที่ทำกินให้ราษฎรที่ได้เข้ามาบุกรุกทำกินอยู่แต่เดิมให้ได้เข้าอยู่อาศัยและให้ความรู้กับราษฎร ให้ทำการเกษตรอย่างถูกวิธี รวมทั้งให้มีส่วนร่วมในการปลูกป่า ดูแลรักษาป่า ตลอดจนให้ได้รับประโยชน์จากผลผลิตของป่า เพื่อที่ราษฎรจะได้ไม่บุกรุกทำลายป่าอีกต่อไป
