เมื่อจบมัธยม 6 แล้ว สุรัฐ คิดอยากจะเป็นนักเรียนนายเรือก่อน แต่การทดสอบเพื่อเข้าศึกษาในนั้น มีการทดสอบว่ายน้ำ โดยลอยคอ 6 นาที ซึ่งสุรัฐทำไม่ได้ จึงได้เปลี่ยนไปสมัครเป็นครูโรงเรียนประชาบาลบางบ่อ พักหนึ่ง เมื่อทางโรงเรียนเตรียมปริญญา มหาวิทยาลัยวิชาธรรมศาสตร์ และ การเมือง ( ต.ม.ธ.ก. )ประกาศรับสมัครนักเรียนเข้าศึกษา สุรัฐ จึงไปสมัคร และเรียนจนจบ นับเป็นรุ่นที่ 4 ของสถาบันนี้ จากนั้นได้ไปเข้าทำงาน เป็นเลขานุการ ของ พลตำรวจเอกเผ่า ศรียานนท์ และทำงานในโรงแรมรัตนโกสินทร์ ตำแหน่งเลขานุการโรงแรม ( รัตนโกสินทร์ ) และ ภาพยนตร์ ของ สำนักงานทรัพย์สินส่วนพระมหากษัตริย์
สุรัฐ เป็นผู้ร่วมอยู่ในวงสุนทราภรณ์ร่วมกับเอื้อ สุนทรสนาน มาตั้งแต่ครั้งทำงานเป็นเลขานุการโรงแรมรัตนโกสินทร์ เมื่อ พ.ศ. 2486 และมีผลงานประพันธ์คำร้องเพลงให้กับสุนทราภรณ์หลายเพลง โดยเพลงแรกในชีวิตการประพันธ์ของสุรัฐ คือ เพลง "หาดแสนสุข" โดยสุรัฐ แต่งคำร้อง ครูเวส สุนทรจามร แต่งทำนอง มี สุปาณี พุกสมบุญ นักร้องของกรมโฆษณาการ ในขณะนั้น เป็นผู้ขับร้อง
หลังจากเพลงหาดแสนสุข ครูเอื้อ จึงเห็นความสามารถ และไว้ใจ ได้มอบทำนองเพลงมาให้สุรัฐ แต่งคำร้องอีก จนเกิดเป็นเพลงอีกมากมาย เช่น " ดอกไม้เมืองเหนือ" , "หญิงสาวกับความรัก" , กลิ่นดอกโศก" , "ห่วงอาลัย" ฯลฯ และคงประพันธ์คำร้องให้วงสุนทราภรณ์เรื่อยมา จนถึงเพลงสุดท้าย ที่ครูเอื้อ ให้ทำนองก่อนถึงแก่กรรมไม่นาน คือ เพลง "พระเจ้าทั้งห้า "
นอกจากประพันธ์เพลงให้ลงสุนทราภรณ์แล้ว สุรัฐ ยังได้มีส่วนร่วมในการประพันธ์เพลงที่สำคัญอื่นๆ อีก เช่น ร่วมกับ สมาน กาญจนผลิน และ ชาลี อินทรวิจิตร ประพันธ์เพลง " สดุดีมหาราชา" ขึ้น นับเป็นเพลงสำคัญคู่กับ "สรรเสริญพระบารมี" มาจนปัจจุบีน และประพันธ์ เพลง "หน่วยแพทย์อาสา" เพื่อบรรเลงในวันพระราชสมภพ ของสมเด็จพระศรีนครินทรา บรมราชชนนี เมื่อปี พ.ศ. 2522 ฯลฯ

สุรัฐ พุกกะเวส เริ่มป่วยด้วยอาการต่อมลูกหมากโต ตั้งแต่เดือนมิถุนายน พ.ศ. 2526 จึงทำการผ่าตัดในเดือนสิงหาคมปีนั้น ภายหลังตรวจพบว่ามีโรคแทรกซ้อนอีกหลายโรค ได้ทำการรักษาเรื่อยมา แต่อาการไม่ดีขึ้น ท้ายที่สุดเกิดอาการไตวาย แพทย์ต้องทำการล้างไตตลอด จนถึงแก่กรรม เมื่อวันที่ 18 พฤศจิกายน พ.ศ. 2536 ที่โรงพยาบาลจุฬาลงกรณ์ รวมอายุได้ 69 ปี 2 เดือน 7 วัน
ได้บริจาคร่างให้แก่โรงพยาบาลจุฬาลงกรณ์ เพื่อเป็นวิทยาทานแก่นักศึกษาคณะแพทยศาสตร์ เป็นเวลา 2 ปี จึงได้นำศพมาประกอบพิธีพระราชทานเพลิง ( เป็นกรณีพิเศษ ) ณ วัดเทพศิรินทราวาส เมื่อวันที่ 5 มีนาคม พ.ศ. 2539
