1.3 ขั้นตอนในการจัดทำแผนพัฒนาสามปี

จากการที่ได้มีการกำหนดยุทธศาสตร์การพัฒนาในแผนยุทธศาสตร์ หลังจากนั้นถึงขั้นตอนใน

การแปลงสู่การปฏิบัติโดยการจัดทำแผนพัฒนาสามปี ซึ่งได้ด าเนินการตามขั้นตอนการจัดทำแผนพัฒนาสามปี

จำนวน 7 ขั้นตอน ดังนี้

ขั้นตอนที่ 1 การเตรียมการจัดทำแผน

1. นักวิเคราะห์นโยบายและแผน (ผู้รับผิดชอบการจัดทำแผนพัฒนาเทศบาล) เสนอบันทึก

ข้อความภายในต่อผู้บริหารท้องถิ่น ชี้แจงวัตถุประสงค์ ความสำคัญและความจำเป็นในการจัดทำแผนพัฒนา

สามปีของเทศบาล เพื่อให้ผู้บริหารท้องถิ่นทราบถึงภารกิจ (Mission) ที่จะต้องดำเนินการต่อไปพร้อมทั้งเสนอ

โครงการจัดทำแผนพัฒนาสามปีห้วงปี ( 2560 – 2562 ) เพื่อให้ผู้บริหารท้องถิ่นอนุมัติ (ซึ่งโครงการ

ดังกล่าวจะมี วัตถุประสงค์ และเป้าหมายของโครงการที่ชัดเจน รวมถึงกำหนดการการท างานไว้อย่างชัดเจน)

2. นักวิเคราะห์นโยบายและแผน (ผู้รับผิดชอบการจัดทำแผนพัฒนาเทศบาล) แจ้งโครงการ

จัดทำแผนพัฒนาที่ได้รับอนุมัติให้ผู้ที่เกี่ยวข้องทราบ ได้แก่

- คณะกรรมการพัฒนาเทศบาลตำบลหนองหอย

- คณะกรรมการสนับสนุนการจัดทำแผนพัฒนาเทศบาลตำบลหนองหอย

- คณะกรรมการติดตามและประเมินผลแผนพัฒนาเทศบาลตำบลหนองหอย

ขั้นตอนที่ 2 การคัดเลือกยุทธศาสตร์และแนวทางการพัฒนา

1. คณะกรรมการสนับสนุนการจัดทำแผนพัฒนาเทศบาลตำบลหนองหอย สรุปข้อมูลจาก

ยุทธศาสตร์การพัฒนาและแนวทางการพัฒนา ปัญหาความต้องการของท้องถิ่น รวมทั้งสรุปยุทธศาสตร์การ

พัฒนาของจังหวัดเชียงใหม่/อำเภอเมืองเชียงใหม่ องค์การบริหารส่วนจังหวัดเชียงใหม่ นโยบายของรัฐบาล

และนโยบายของผู้บริหารเทศบาลตำบลหนองหอยเพื่อนำมาเสนอต่อคณะกรรมการพัฒนาเทศบาลตำบล
