ความเป็นมา : ตามมติคณะรัฐมนตรีเมื่อวันที่ 7 ตุลาคม 2502 ให้กำหนดป่าเขาสระบาป จังหวัดจันทบุรี และป่าอื่นๆ ในท้องที่จังหวัดต่างๆ รวม 14 ป่า เป็นอุทยานแห่งชาติ ในขั้นแรกกรมป่าไม้ได้กำหนดพื้นที่ที่ดินป่าน้ำตกพลิ้ว-เขาสระบาป ให้เป็นป่าสงวนแห่งชาติในปี พ.ศ. 2505 ออกตามพระราชบัญญัติคุ้มครองและสงวนป่า พุทธศักราช 2481 ลงวันที่ 6 กุมภาพันธ์ 2504 และในปี พ.ศ. 2515 ได้ดำเนินการพัฒนาและปรับปรุงบริเวณน้ำตกพลิ้ว จัดตั้งเป็นวนอุทยานน้ำตกพลิ้ว อยู่ในความควบคุมดูแลของสำนักงานป่าไม้จังหวัดจันทบุรี

กรมป่าไม้ได้นำเสนอคณะกรรมการอุทยานแห่งชาติ ซึ่งมีมติในคราวประชุมครั้งที่ 6/2517 เมื่อวันที่ 26 กรกฎาคม 2517 เห็นชอบให้กำหนดที่ดินบริเวณดังกล่าวเป็นอุทยานแห่งชาติ โดยได้มีพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าน้ำตกพลิ้ว-เขาสระบาป ในท้องที่ตำบลพลับพลา ตำบลคลองนารายณ์ ตำบลคมบาง อำเภอเมืองจันทบุรี ตำบลพลิ้ว อำเภอแหลมสิงห์ ตำบลมะขาม อำเภอมะขาม และตำบลมาบไพ ตำบลวังสรรพรส ตำบลตรอกนอง ตำบลซึ้ง ตำบลตะปอน ตำบลเกวียนหัก อำเภอขลุง จังหวัดจันทบุรี ให้เป็นอุทยานแห่งชาติ โดยประกาศในราชกิจจานุเบกษา เล่ม 92 ตอนที่ 87 ลงวันที่ 2 พฤษภาคม 2518 เป็นอุทยานแห่งชาติลำดับที่ 11 ของประเทศไทย โดยใช้ชื่อว่า " อุทยานแห่งชาติเขาสระบาป "
