ปัจจุบัน การสร้างเสริมสุขภาพเพื่อแก้ไขปัญหาสุขภาพของผู้สูงอายุยังขาดรูปแบบการมีส่วนร่วมของชุมชนที่เหมาะสม การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาพัฒนารูปแบบการสร้างเสริมสุขภาพผู้สูงอายุในชุมชน โดยประยุกต์แนวคิดการวิจัยเชิงปฏิบัติการ และการประยุกต์ใช้เทคโนโลยีเพื่อการมีส่วนร่วม (TOP) ในตำบลบ้านคู อำเภอนาโพธิ์ จังหวัดบุรีรัมย์ คัดเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง ซึ่งประกอบด้วยผู้สูงอายุ 62 คน และกลุ่มแกนนำชุมชน 54 คน เก็บรวบรวมข้อมูลเชิงคุณภาพโดยใช้การสังเกต การจดบันทึก การสนทนากลุ่ม และการสัมภาษณ์แบบเจาะลึก ตรวจสอบความถูกต้อง ความสอดคล้อง และความสมบูรณ์ของข้อมูลด้วยการตรวจแบบสามเส้า วิเคราะห์ข้อมูลลักษณะทั่วไปของกลุ่มตัวอย่างด้วยสถิติเชิงพรรณนา ส่วนข้อมูลเชิงคุณภาพใช้การวิเคราะห์เชิงเนื้อหา
ผลการวิจัย พบว่า การพัฒนารูปแบบการสร้างเสริมสุขภาพผู้สูงอายุ ที่เหมาะสมในชุมชน มี 10 ขั้นตอน ได้แก่ (1) แต่งตั้งคณะทำงานที่ครอบคลุมทุกภาคส่วน (2) ต้องมีการศึกษาสถานการณ์ ปัญหา และการมีส่วนร่วมของชุมชนก่อนจะเริ่มดำเนินงาน (3) นำปัญหาที่ได้มาดำเนินการประชุมเพื่อกำหนดแนวทางแก้ไขให้ชัดเจน (4) พัฒนาศักยภาพแกนนำตามสภาพปัญหาที่พบ 5) ศึกษาดูงานในต่างชุมชน เพื่อแลกเปลี่ยนประสบการณ์ (6) นำผลที่ได้จากการพัฒนาศักยภาพและศึกษาดูงานมาวางแผนการดำเนินงานให้เหมาะสมกับชุมชน (7) ดำเนินการตามแผนที่กำหนด (8) ติดตามและตรวจสอบผลการดำเนินงานแบบมีส่วนร่วมของทุกภาคส่วน (9) จัดเวทีแลกเปลี่ยนเรียนรู้ร่วมกัน และ (10) ประเมินผลจากการพัฒนารูปแบบการสร้างเสริมสุขภาพผู้สูงอายุของชุมชน ปัจจัยที่ส่งผลให้การพัฒนารูปแบบการสร้างเสริมสุขภาพผู้สูงอายุในชุมชนประสบผลสำเร็จคือ การใช้เทคนิคการสร้างการมีส่วนร่วมที่เหมาะสม ซึ่งส่งผลให้แกนนำมีความรู้และมีส่วนร่วมในกิจกรรมสร้างเสริมสุขภาพผู้สูงอายุในชุมชน และผู้สูงอายุมีแนวโน้มที่จะมีสุขภาพเปลี่ยนแปลงไปในทางที่ดีขึ้น
