ชีวประวัติในช่วงแรก
พ.ต.ท.ดร.ทักษิณ เกิดเมื่อวันที่ 26 กรกฎาคม พ.ศ. 2492 ที่อำเภอสันกำแพง จังหวัดเชียงใหม่ เป็นบุตรคนที่ 2 ในจำนวน 10 คนของ นายเลิศ และนางยินดี ชินวัตร จบการศึกษาจาก โรงเรียน
มงฟอร์ตวิทยาลัย และศึกษาต่อระดับอุดมศึกษา ที่โรงเรียนเตรียมทหาร รุ่นที่ 10 (พ.ศ. 2512) และ โรงเรียนนายร้อยตำรวจ รุ่นที่ 26 (พ.ศ. 2516) โดยสอบได้คะแนนเป็นที่หนึ่งของรุ่น
ต่อมา พ.ต.ท.ดร.ทักษิณ ได้ศึกษาต่อ ในระดับปริญญาโท โดยได้รับทุน ก.พ. ศึกษาต่อสาขากระบวนการยุติธรรม ที่มหาวิทยาลัยอีสเทิร์นเคนทักกี สำเร็จการศึกษา ในปี พ.ศ. 2518 และ ได้ศึกษาต่อ ในระดับปริญญาเอก ในสาขาเดียวกัน ที่ มหาวิทยาลัยแซมฮิวสตันสเตต ได้รับ ดุษฎีบัณฑิต ในปี พ.ศ. 2521
พ.ต.ท.ดร.ทักษิณ ได้เริ่มทำงาน โดยเป็น หัวหน้าแผนกแผน 6 กองวิจัยและวางแผน กองบัญชาการตำรวจนครบาล รองผู้อำนวยการศูนย์ประมวลข่าวสาร กองบัญชาการตำรวจนครบาล และ อาจารย์ประจำ โรงเรียนนายร้อยตำรวจ ตามลำดับ
ธุรกิจ
จนกระทั่ง ในปี พ.ศ. 2523 พ.ต.ท.ดร.ทักษิณ ได้เริ่มต้นทำธุรกิจส่วนตัวหลายอย่าง ควบคู่ไปกับการรับราชการตำรวจ เช่น ค้าขายผ้าไหม ซื้อภาพยนตร์ฉาย กิจการโรงภาพยนตร์ ธุรกิจคอนโดมิเนียม แต่ประสบความล้มเหลว เป็นหนี้สินล้นพ้นตัว จากนั้นได้ลาออกจากราชการ
ต่อมา ในปี พ.ศ. 2526 พ.ต.ท.ดร.ทักษิณ ได้ก่อตั้ง และเป็น ประธานกรรมการ บริษัท ชินวัตร คอมพิวเตอร์ จำกัด (ชื่อเดิม ห้างหุ้นส่วนจำกัด ไอซีเอสไอ (ICSI) ปัจจุบันได้เข้าจดทะเบียนใน ตลาดหลักทรัพย์แห่งประเทศไทย และ เปลี่ยนชื่อเป็น บริษัท ชิน คอร์ปอเรชั่น จำกัด (มหาชน) มี นายบุญคลี ปลั่งศิริ เป็น ประธานคณะกรรมการบริหาร) ดำเนินธุรกิจ ให้เช่าคอมพิวเตอร์ แก่สำนักงานต่างๆ และได้ขยายกิจการไปสู่ การให้บริการ วิทยุติดตามตัว โทรศัพท์เคลื่อนที่ ดาวเทียม และ โทรคมนาคม ครบวงจร นำไปสู่การชำระหนี้สินในช่วงแรกของการทำธุรกิจ และประสบผลสำเร็จทางธุรกิจในที่สุด
ต่อมา ในปี พ.ศ. 2537 พ.ต.ท.ดร.ทักษิณ ได้ลาออกจากตำแหน่ง ประธานกรรมการ และ ประธานคณะกรรมการบริหาร บริษัท ชิน คอร์ปอเรชั่น จำกัด (มหาชน) และ จากนั้นไม่นาน ก็เข้าดำรงตำแหน่ง รัฐมนตรีว่าการกระทรวงการต่างประเทศ ในสมัย รัฐบาล นายชวน หลีกภัย และ ในปีต่อมา (พ.ศ. 2538) ได้เข้ารับตำแหน่ง หัวหน้าพรรคพลังธรรม ต่อจาก จำลอง ศรีเมือง และ ดำรงตำแหน่ง รองนายกรัฐมนตรี ในสมัย รัฐบาล นายบรรหาร ศิลปอาชา ในปี พ.ศ. 2539 ดำรงตำแหน่ง รองนายกรัฐมนตรี ในสมัย รัฐบาล พล.อ.ชวลิต ยงใจยุทธ และ ในปี พ.ศ. 2541 หลังจาก รัฐบาลชุด พล.อ.ชวลิต ยงใจยุทธ ประกาศลอยตัวค่าเงินบาท ซึ่งมีผลทำให้เงินบาทลดค่าเกือบเท่าตัวเมื่อเทียบกับเงินดอลล่าร์สหรัฐ ทำให้ บริษัทและธุรกิจในประเทศไทยที่มีภาระเงินจากต่างประเทศ และบริษัทนำเข้าสินค้า ได้รับความกระทบกระเทือนจากภาระหนี้สินต่างประเทศ บริษัท ชินวัตร จำกัด ไม่ได้รับผลกระทบแต่อย่างใดจากการประกาศ ลอยตัวค่าเงินบาท ด้วยสาเหตุเพราะได้มีการซื้อประกันลดความเสี่ยงในอัตราแลกเปลี่ยน ล่วงหน้าก่อนที่จะมีการ ประกาศลอยตัวค่าเงินบาท ทั้งนี้ได้มีข้อวิจารณ์ว่า พ.ต.ท.ดร.ทักษิณ ซึ่งร่วมในคณะรัฐมนตรี ได้ ทราบล่วงหน้า ถึงข่าวภายในจากผู้เกี่ยวข้องโดยตรงใน เรื่องการประกาศลดค่าเงินบาท จึงทำให้ พ.ต.ท.ดร.ทักษิณ เตรียมพร้อมรับสถานะการณ์ ด้วยการซื้อประกัน แต่อย่างไรก็ตาม ได้มีการปฏิเสธ จาก พ.ต.ท.ดร.ทักษิณ โดยที่ ท่านได้อ้างว่า ท่านสามารถประเมินสถานะการณ์ได้เอง โดยไม่ได้มีการล่วงรู้ข้อมูลลับภายในการประชุมเพื่อลดค่าเงินบาท หลังจากนั้นไม่นาน พ.ต.ท.ดร.ทักษิณ ก็ได้ใช้ทุนส่วนตัว เพื่อมาก่อตั้ง พรรคไทยรักไทย และ ดำรงตำแหน่ง หัวหน้าพรรค ในที่สุด ได้เข้ารับตำแหน่ง นายกรัฐมนตรี ใน วันที่ 9 กุมภาพันธ์ พ.ศ. 2544
