1)     ผู้นำเข้าหรือตัวแทนบันทึกข้อ

1)     ผู้นำเข้าหรือตัวแทนบันทึกข้อมูลบัญชีราคาสินค้า (Invoice) ทุกรายการเข้าสู่เครื่องคอมพิวเตอร์ของตนเองหรือผ่าน Service Counter โดยโปรแกรมคอมพิวเตอร์จะแปลงข้อมูลบัญชีราคาสินค้าให้เป็นข้อมูลใบขนสินค้าโดยอัตโนมัติ และให้ผู้นำเข้าหรือตัวแทนส่งเฉพาะข้อมูลใบขนสินค้ามายังเครื่องคอมพิวเตอร์ของกรมศุลกากร

(2)     เครื่องคอมพิวเตอร์ของกรมศุลกากรจะตรวจสอบข้อมูลเบื้องต้นในใบขนสินค้าที่ส่งเข้ามา เช่น ชื่อและที่อยู่ผู้นำของเข้า เลขประจำตัวผู้เสียภาษี พิกัดอัตราศุลกากร ราคา เป็นต้น ถ้าพบว่าข้อมูลใบขนสินค้าขาเข้าที่ส่งมาไม่ถูกต้อง เครื่องคอมพิวเตอร์ของกรมศุลกากรจะแจ้งกลับไปยังผู้นำเข้าหรือตัวแทนเพื่อให้แก้ไขให้ถูกต้อง

(3)     เมื่อเครื่องคอมพิวเตอร์ของกรมศุลกากรตรวจสอบข้อมูลในใบขนสินค้าที่ส่งมาถูกต้องครบถ้วนแล้ว จะออกเลขที่ใบขนสินค้าขาเข้า พร้อมกับตรวจสอบเงื่อนไขต่างๆ ที่กรมศุลกากรกำหนดไว้ เพื่อจัดกลุ่มใบขนสินค้าขาเข้าในขั้นตอนการตรวจสอบพิธีการเป็น 2 ประเภท ดังต่อไปนี้ แล้วแจ้งกลับไปยังผู้นำเข้าหรือตัวแทน เพื่อจัดพิมพ์ใบขนสินค้า

       ใบขนสินค้าขาเข้าประเภทที่ไม่ต้องตรวจสอบพิธีการ (Green Line) สำหรับใบขนสินค้าประเภทนี้ เครื่องคอมพิวเตอร์จะสั่งการตรวจ หลังจากนั้น ผู้นำเข้าหรือตัวแทนสามารถนำใบขนสินค้าขาเข้าไปชำระค่าภาษีอากรและรับการตรวจปล่อยสินค้าได้
       ใบขนสินค้าขาเข้าประเภทที่ต้องตรวจสอบพิธีการ (Red Line) สำหรับใบขนสินค้าประเภทนี้ ผู้นำเข้าหรือตัวแทนต้องนำใบขนสินค้าไปติดต่อกับหน่วยงานประเมินอากรของท่าที่นำของเข้า

(4)     ผู้นำเข้าหรือตัวแทนต้องจัดเก็บข้อมูลบัญชีราคาสินค้าตามวรรคแรกในรูปของสื่อคอมพิวเตอร์เป็นเวลา ไม่น้อยกว่า 6 เดือน เพื่อใช้สำหรับการตรวจสอบใบขนสินค้าหลังการตรวจปล่อย โดยให้สามารถจัดพิมพ์เป็นรายงานเมื่อกรมศุลกากรร้องขอ ดังนี้
