ปัญหาเรื่องสิ่งแวดล้อมเป็นปัญหาที่มีความสำคัญที่มักจะเกิดควบคู่กับการพัฒนาเศรษฐกิจและความเจริญก้าวหน้า ซึ่งเป็นปัญหาร่วมกันของทุกประเทศ กล่าวคือ การพัฒนายิ่งรุดหน้าปัญหาคุณภาพสิ่งแวดล้อมและภาวะมลพิษก็ยิ่งก่อตัวและทวีความรุนแรงมากยิ่งขึ้น ประเทศไทยก็เป็นประเทศหนึ่งที่กำลังประสบกับปัญหาดังกล่าวอยู่ในขณะนี้ ทั้งนี้เพราะการพัฒนาเศรษฐกิจในช่วงที่ผ่านมาได้ให้ความสำคัญกับความเจริญเติบโตทางเศรษฐกิจ โดยการนำเอาทรัพยากรธรรมชาติมาใช้ประโยชน์ แต่ไม่ได้มีการวางแผนการจัดการที่เหมาะสมรองรับปัญหาที่จะเกิดขึ้น ทำให้ทรัพยากรธรรมชาติที่เหลืออยู่มีสภาพเสื่อมโทรมลง และปัญหาต่างๆ ด้านสิ่งแวดล้อมก็เพิ่มขึ้น ปัญหาเหล่านี้ส่งผลกระทบต่อความเป็นอยู่ของประชาชนและระบบนิเวศ จึงทรงให้มีการดำเนินโครงการอันเนื่องมาจากพระราชดำริ ซึ่งส่วนใหญ่จะเป็นวิธีการที่จะทำนุบำรุงและปรับปรุงสภาพทรัพยากรธรรมชาติและสิ่งแวดล้อม ให้ดีขึ้นในด้านต่าง ๆ โดยในด้านการแก้ไขปัญหาสิ่งแวดล้อมนั้น ทรงเน้นงานการอนุรักษ์และฟื้นฟูสภาพสิ่งแวดล้อม โดยเฉพาะอย่างยิ่งในเรื่องของปัญหาน้ำเน่าเสีย
พระราชดำริ พระราชกรณียกิจ และโครงการอันเนื่องมาจากพระราชดำริด้านสิ่งแวดล้อมที่สำคัญได้แก่ หลักการ "น้ำดีไล่น้ำเสีย" หลักการบัดน้ำเสียด้วยผักตบชวา ทฤษฎีการบำบัดน้ำเสียด้วยการผสมผสานระหว่างพืชน้ำกับระบบการเติมอากาศ ทฤษฎีการบำบัดน้ำเสียด้วยระบบบ่อบำบัดและวัชพืชบำบัด และ "กังหันน้ำชัยพัฒนา" ซึ่งมีสาระโดยสรุปดังนี้คือ
๑) ทฤษฎี "น้ำดีไล่น้ำเสีย" ได้ทรงนำหลักการบำบัดน้ำเสียโดยการทำให้เจือจางตามแนวทฤษฎีการพัฒนาอันเนื่องมาจากพระราชดำริ "น้ำดีไล่น้ำเสีย" โดยใช้หลักการตามธรรมชาติแห่งแรงโน้มถ่วงของโลก เป็นการใช้น้ำคุณภาพดีมาช่วยบรรเทาน้ำเน่าเสีย ดังพระราชดำรัสเกี่ยวกับการใช้พื้นที่ในอำเภอธัญบุรี เมื่อวันที่ ๒๖ กรกฎาคม พ.ศ. ๒๕๓๒

อีกทั้งได้พระราชทานแนวพระราชดำริโดยรับน้ำจากแม่น้ำเจ้าพระยา ส่งเข้าไปตามคลองต่างๆ เช่น คลองบางเขน คลองบางซื่อ คลองแสนแสบ คลองเทเวศร์ และคลองบางลำภู เป็นต้น โดยกระแสน้ำจะไหลแผ่กระจายขยายไปตามคลองซอยที่เชื่อมกับแม่น้ำเจ้าพระยาอีกด้านหนึ่ง ดังนั้นเมื่อทำการปล่อยน้ำให้ไหลเวียนจากปากคลองไปปลายคลองได้อย่างเหมาะสม ก็ย่อมจะช่วยเจือจางน้ำเน่าเสียได้มากโดยเฉพาะในช่วงฤดูแล้ง (สำนักงาน กปร., ๒๕๔๐: ๑๐๑)
๒) การบำบัดน้ำเสียด้วยผักตบชวา พระบาทสมเด็จพระเจ้าอยู่หัวทรงสนพระราชหฤทัยในการปรับปรุงคุณภาพของแหล่งน้ำที่มีอยู่แล้ว เช่น บึงและหนองต่างๆ เพื่อทำเป็นแหล่งบำบัดน้ำเสีย โดยหนึ่งในจำนวนนั้นได้แก่ โครงการบึงมักกะสันอันเนื่องมาจากพระราชดำริ มีหลักการบำบัดน้ำเสีย ตามแนวทฤษฎีการพัฒนาโดยการกรองน้ำเสียด้วยผักตบชวา
