สืบเนื่องมาจากสมเด็จพระนางเจ้า ฯ พระบรมราชินีนาถ เสด็จพระราชดำเนินเยี่ยมหมู่บ้านจรัส หมู่ที่ 1 อำเภอบัวเชด จังหวัดสุรินทร์ เมื่อวันที่ 27 ธันวาคม 2536 และทรงทราบว่าป่าเตรียมการสงวนป่าห้วยทับทันมีสภาพเป็นป่าที่สมบูรณ์เป็นแหล่งต้นน้ำลำธาร มีแหล่งน้ำแหล่งอาหารและที่อยู่อาศัยของสัตว์ป่าที่อุดมสมบูรณ์ จึงมีพระราชดำริที่จะให้มีการอนุรักษ์ป่าแห่งนี้ โดยจัดตั้งเป็นเขตรักษาพันธุ์สัตว์ป่า เพื่อให้ป่าแห่งนี้ได้เป็นที่อยู่อาศัยของสัตว์ป่าและแหล่งต้นน้ำลำธารสืบไป กรมป่าไม้ ได้มีคำสั่งที่ 62 / 2537 ลงวันที่ 11 มกราคม 2537 ให้นายโสรัจ บุญเหลือ นักวิชาการป่าไม้ 6 อุทยานแห่งชาติเขาแหลมหญ้า-หมู่เกาะเสม็ด ส่วนอุทยานแห่งชาติ ออกไปควบคุมดูแลพื้นที่เพื่อเตรียมการจัดตั้งเป็นเขตรักษาพันธุ์สัตว์ป่า ดำเนินการสำรวจพื้นที่ป่าอนุรักษ์ของจังหวัดสุรินทร์ตลอดแนวชายแดนไทย-กัมพูชา และด้านที่จดกับเขตป่าไม้ ชายแดน จังหวัดบุรีรัมย์ ครอบคลุมพื้นที่ป่าสงวนแห่งชาติป่าฝั่งซ้ายห้วยทับทันแปลง 3 ป่าทุ่งมน?บักได?ตาเบา แปลง 3 ท้องที่อำเภอกาบเชิง จังหวัดสุรินทร์ และป่าที่คณะรัฐมนตรีมีมติให้รักษาไว้เป็นสมบัติของชาติ ป่าห้วยสำราญ
