กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ได้รับมอบหมายจากรัฐบาลให้เป็นหน่วยงานประสานงานหลักของประเทศไทยในการดำเนินงานประชาสังคมและวัฒนธรรมอาเซียนซึ่งมีวัตถุประสงค์ในการยกระดับคุณภาพชีวิตของประชาชนส่งเสริมการใช้ทรัพยากรธรรมชาติอย่างยั่งยืน และ เสริมสร้างอัตลักษณ์ทางวัฒนธรรมของอาเซียนเพื่อให้เกิดผลประโยชน์ใน 4 ประเด็นหลักคือ 1 การสร้างประชาคมแห่งความเอื้ออาทรเน้นการแก้ไขปัญหาความยากจนเสริมสร้างความเสมอภาคและการพัฒนาทรัพยากรมนุษย์ 2 การแก้ไขผลกระทบต่อสังคมอันเนื่องมาจากการรวมตัวทางเศรษฐกิจเนื่องจากพัฒนาที่ผ่านมามุ่งสร้างความเจริญเติบโตทางเศรษฐกิจเพียงอย่างเดียวโดยละเลยผลกระทบที่ตามมาเช่นความไม่เสมอภาคทางสังคมซึ่งสามารถส่งผลต่อเสถียรภาพทางการเมืองการแก้ไขจึงเน้นการสร้างฐานทรัพยากรมนุษย์โดยการฝึกอบรมและการให้การศึกษา การพัฒนาฝีมือแรงงานและการเสริมสร้างความร่วมมือด้านอื่นๆเช่นสวัสดิการสังคมวิทยาศาสตร์และเทคโนโลยีสาธารณสุขเป็นต้น 3 การส่งเสริมความยั่งยืนด้านสิ่งแวดล้อมและการจัดการดูแลสิ่งแวดล้อมที่ถูกต้องโดยจัดให้มีกลไกการดูแลสิ่งแวดล้อมที่เหมาะสมตลอดจนป้องกันและจัดภัยพิบัติด้านสิ่งแวดล้อม 4 การเสริมสร้างอัตลักษณ์อาเซียนซึ่งเป็นรากฐานสำคัญของการสร้างประชาคมโดยการให้การศึกษาแก่เยาวชนส่งเสริมการแลกเปลี่ยนทางวัฒนธรรมและปฎิสัมพันธ์ในหมู่ประชาชน
