-จุดประสงค์การจัดงาน การจัดงานเทศกาลไหม ประเพณีผูกเสี่ยวและงานกาชาดจังหวัดขอนแก่น กำหนดตั้งแต่วันที่ ๒๙ พฤศจิกายน – ๑๐ ธันวาคม ของทุกปี รวม ๑๒ วัน ๑๒ คืนนั้น มีแนวทางการจัดงาน หรือประเด็นหลัก เน้นหนักใน ๓ ประการ คือ
๑ )งานเทศกาลไหม จะแสดงเอกลักษณ์ความสวยสดงดงามของลายผ้าไหมของชาวขอนแก่น ซึ่งถือได้ว่าเป็นแหล่งรวมผ้าไหม ที่มากและสวยที่สุดในประเทศไทย
๒ )ประเพณีผูกเสี่ยว ถือเป็นประเพณีพื้นบ้านสืบทอดกันมานาน จนเป็นวัฒนธรรมท้องถิ่น แสดงออกถึงความรัก ความผูกพัน ประดุจพี่น้อง
๓ )งานกาชาดจังหวัด เป็นองค์กรหลักสำคัญในการสงเคราะห์แก่ผู้ยากไร้ เป็นองค์กรที่จะส่งเสริมโอกาสทางสังคมให้กับพี่น้องประชาชน
มาปี ๒๕๔๕ มีการเพิ่มวันจัดงานอีก ๒ วัน คือ ระหว่างวันที่ ๒๙ พฤศจิกายน ถึง วันที่ ๑๒ ธันวาคม ๒๕๔๕ รวม ๑๔ วัน
ในปี ๒๕๔๖ กำหนดจัดงาน ๑๒ วัน เช่นเดิมแต่มีการปรับเปลี่ยนวันให้เร็วขึ้น เนื่องจากจะมีพิธีเปิดศาลากลางจังหวัดขอนแก่น หลังใหม่ โดยเลื่อนวันเร็วขึ้น คือจัดระหว่างวันที่ ๒๗ พฤศจิกายน ถึง วันที่ ๘ ธันวาคม ๒๕๔๖ ทั้งนี้เพื่อให้มีเวลาเตรียมสถานที่ประกอบพิธี คือ สมเด็จพระเทพรัตนราชสุดาฯสยามบรมราชกุมารี เสด็จพระราชดำเนินทรงเป็นประธานประกอบพิธีเปิดอาคารศาลากลางจังหวัดขอนแก่น (หลังใหม่) อย่างเป็นทางการ ในวันที่ ๑๒ ธันวาคม ๒๕๔๖ จึงมีเลื่อนการจัดงานเทศกาลไหม ประเพณีผูกเสี่ยวและงานกาชาดจังหวัดขอนแก่น ประจำปี ๒๕๔๖ เป็นวันที่ ๒๗ พฤศจิกายน - ๘ ธันวาคม ๒๕๔๖ รวมเวลาจัดงาน ๑๒ วันเหมือนเดิม
สำหรับการนับปีการจัดงาน หากนับการจัดงานเทศกาลไหม (ไม่รวมผูกเสี่ยว) ครั้งแรกจัดเมื่อปี ๒๕๒๒ จนถึงปัจจุบัน (๒๕๕๔) รวมทั้งสิ้น ๓๓ ปี หากนับปีที่เริ่มให้มีพิธีผูกเสี่ยวซึ่งเริ่มเมื่อปี ๒๕๒๓ ถึงปัจจุบัน คือ ปี ๒๕๕๔ จะเป็นปีที่ ๓๐ ซึ่งการจัดงานเทศกาลไหมฯ ๒๙ ครั้งที่ผ่านมา มีการเปลี่ยนแปลงพิธีการ มหรสพ สถานที่และการละเล่นต่างๆไปตามยุคสมัย แต่วัตถุประสงค์ของการจัดงาน ยังคงเหมือนเดิม คือ
๑ )เพื่อเป็นการส่งเสริมอาชีพและเพิ่มพูนรายได้แก่ราษฎร
๒ )เพื่อส่งเสริมให้มีการเพิ่มผลผลิตจากไหม และพัฒนาคุณภาพผลิตภัณฑ์ไหมให้มีมาตรฐาน เป็นที่เชื่อถือและแพร่หลายยิ่งขึ้น
๓ )เพื่อส่งเสริมอุตสาหกรรมในครอบครัว และการผลิตสินค้าพื้นเมืองต่าง ๆ
๔ )เผยแพร่ความรู้ วิทยาการและเทคโนโลยีสมัยใหม่ทางด้านการเกษตรอุตสาหกรรมและพาณิชย์ให้แก่เกษตรกร ผู้ประกอบการ รวมทั้งประชาชนทั่วไป
๕ )เพื่อผดุง รักษาศิลปวัฒนธรรมพื้นบ้าน ขนบธรรมเนียมประเพณี ตลอดจนการละเล่นพื้นเมืองของภาคอีสาน
๖ )เพื่อเป็นการส่งเสริมกิจกรรม โครงการต่างๆ ตานโยบายรัฐบาล
๗ )เพื่อเป็นการหารายได้ให้จังหวัดและเหล่ากาชาดจังหวัดขอนแก่นสำหรับเป็นค่าใช้จ่ายในกิจกรรมสาธารณประโยชน์เพื่อช่วยเหลือบรรเทาทุกข์ แก่ผู้ประสบภัยพิบัติ ผู้เจ็บป่วยตลอดจนช่วยเหลือราษฎรผู้ยากไร้ในจังหวัด และการกุศลสาธารณต่างๆ ซึ่งเป็นภารกิจของจังหวัดโดยทั่วไป
