สมาคมป้องกันการทารุณกรรมสัตว์แห่งปร

สมาคมป้องกันการทารุณกรรมสัตว์แห่งประเทศไทยเริ่มก่อตั้งขึ้นเมื่อปี พ.ศ.2537 โดยเข้าร่วมเป็นภาคีสมาชิกกับราชสมาคมป้องกันการทารุณสัตว์แห่งประเทศอังกฤษ ซึ่งเป็นสมาคมที่รณรงค์ป้องกันและยุติการทารุณในสัตว์ในยุคแรกเมื่อปี พ.ศ.2368 และมีเครือข่ายในทั่วโลก ถือเป็นขบวนการเคลื่อนไหวทางสังคมที่สำคัญในการผลักดันด้านสิทธิและสวัสดิภาพให้กับสัตว์ในสังคมไทย ความสำเร็จที่เป็นรูปธรรมคือ การประสานพลังกับกลุ่มต่าง ๆ ของผู้รักสัตว์ ผลักดันในการช่วยเหลือ ปกป้องสัตว์จากความทรมานในรูปแบบต่าง ๆ และเพื่อรักษาศีลธรรมอันดีในตัวมนุษย์ ตลอดจนเข้าไปมีส่วนร่วมทางการเมืองผลักดันนโยบายด้านสิทธิและการจัดสวัสดิภาพให้กับสัตว์เป็นผลสำเร็จ ออกมาเป็นพระราชบัญญัติป้องกันการทารุณกรรมและการจัดสวัสดิภาพสัตว์ พ.ศ. 2557 ถือเป็นหลักฐานชิ้นสำคัญในการรับรองสถานะของสัตว์ในสังคมไทยว่าเป็นสิ่งมีชีวิตที่มีจิตใจไม่ต่างไปจากมนุษย์
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์สมาคมป้องกันการทารุณกรรมสัตว์แห่งประเทศไทยในฐานะองค์กรที่เป็นขบวนการเคลื่อนไหวสังคมเพื่อสิทธิและสวัสดิภาพสัตว์ในสังคมไทย ตั้งแต่แนวคิดการจัดตั้งสมาคม และแนวทางการรวบรวมเครือข่ายผู้รักสัตว์ต่าง ๆ เพื่อนประเมินยุทธศาสตร์ ยุทธวิธีของขบวนการและผลลัพธ์เชิงนโยบายในการผลักดันกฎหมาย ผ่านกรอบแนวคิดการเคลื่อนไหวสังคมแนวใหม่และการระดมทรัพยากร โดยใช้วิธีวิจัยเชิงคุณภาพ โดยตีความจากข้อมูลเอกสาร งานศึกษาในอดีต จากแหล่งข้อมูลที่เชื่อถือได้ และการเก็บข้อมูลภาคสนามจากการสัมภาษณ์เชิงลึกกับสมาคมฯ โดยตรง
จาการศึกษาพบว่า สาเหตุการรวมตัวของเครือข่ายผู้รักสัตว์ในประเทศไทย โดยเฉพาะสมาคมป้องกันการทารุณสัตว์แห่งประเทศไทย มาจากสถานการณ์ด้านการทารุณสัตว์ในประเทศมีความรุนแรงทั้งจากมุมมองของคนในประเทศเองเห็นได้จากสื่อต่าง ๆ และจากการกดดันจากต่างประเทศ ทั้งจากแรงกดดันโดยตรงและแรงกดดันทางอ้อม โดยอ้างเหตุผลด้านเศรษฐกิจและการค้า ถึงแม้ประเทศไทยเป็นเมืองพุทธมีแนวทางปฏิบัติที่ดีต่อสัตว์ด้วยความเมตตาและมีความเชื่อในกฎแห่งกรรม แต่หลักดังกล่าวมิได้ทำให้การใช้ประโยชน์จากสัตว์ลดลง ประกอบกับมาตรการทางกฎหมายในประเทศที่ผ่านมา มิได้ตระหนักถึงความสำคัญของสัตว์ในฐานะสิ่งมีชีวิตที่มีความรู้สึกและเป็นส่วนหนึ่งที่สำคัญต่อระบบนิเวศ TSPCA จึงได้รวมกลุ่มเครือข่ายผู้รักสัตว์ต่าง ๆ เข้าสู่กระบวนการทางการเมือง ผลักดันทางด้านกฎหมายให้เป็นรูปธรรม ด้วยความหวังว่าจะลดการทารุณกรรมในสัตว์ลงและฟื้นฟูศีลธรรมจริยธรรมอันดีในมนุษย์กลับคืนมา โดยจะเป็นประโยชน์แก่โลกธรรมชาติอย่างแท้จริง
