เมื่อวันที่  28  มกราคม  2533  พระบาทสมเด็จพระเจ้าอยู่หัวได้พระราชดำริ  แก่เจ้าหน้าที่กรมชลประทานและเจ้าหน้าที่สำนักเลขานุการ  กปร. ณ อาคารชัยพัฒนา  ในสวนจิตรลดาให้พิจารณาวางโครงการพัฒนาแหล่งน้ำ  เพื่อจัดหาน้ำช่วยเหลือพื้นที่เพาะปลูกของราษฎร  ที่ขาดแคลนน้ำในเขตจังหวัดต่างๆ  โดยในเขตจังหวัดกาญจนบุรีและสุพรรณบุรี  ให้พิจารณาวางโครงการพัฒนาลุ่มน้ำห้วยตะเพิน  ได้แก่
                1.1 ควรพิจารณาสร้างอ่างเก็บน้ำขนาดใหญ่ที่บริเวณตอนบนของห้วยตะเพิน  ที่เขตอำเภอบ่อพลอย  จังหวัดกาญจนบุรี  และอำเภอด่านช้าง  จังหวัดสุพรรณบุรี  ซึ่งมีทำเลเหมาะสมมากพร้อมกับสร้างฝายทดน้ำทางด้านท้ายอ่างเก็บน้ำในลำน้ำสายนี้  เป็นระยะๆ  เพื่อช่วยเหลือการเพาะปลูกของราษฎรตำบลต่างๆ   ในช่วงเวลาที่ขาดแคลนน้ำ  และเพื่อช่วยเหลือบรรเทาอุทกภัยที่มักจะเกิดขึ้นในช่วงฤดูน้ำหลาก  ซึ่งมักก่อให้เกิดความเสียหายแก่พืชผลทางการเกษตร  ตลอดจนทรัพย์สินของทางราชการและของราษฎรอยู่เป็นประจำ
1.2 ควรพิจารณาก่อสร้างอ่างเก็บน้ำตามลำน้ำสาขาต่างๆ  ของห้วยตะเพิน  ในเขตอำเภอบ่อพลอย  จังหวัดกาญจนบุรี  และอำเภอด่านช้าง  จังหวัดสุพรรณบุรี  เช่นห้วยพุตะเคียน  ห้วยแม่ระวังและลำห้วยสาขา  ห้วยแม่ตะกึง  ห้วยตะกวด  ห้วยกระพร้อยและห้วยป่าไร่  เป็นต้น  เพื่อหาน้ำช่วยเหลือราษฎรในเขตโครงการให้มีน้ำทำการเพาะปลูกและอุปโภค – บริโภค  ตลอดทั้งปี  อนึ่ง  สมควรปลูกป่าตามบริเวณขอบอ่างเก็บน้ำต่างๆ  ที่จะทำการก่อสร้างด้วย
กรมชลประทาน  จึงได้นำพระราชดำริ  ดำเนินการพัฒนาแหล่งน้ำในลุ่มน้ำห้วยตะเพิน  ตั้งแต่ปี พ.ศ.2533  เป็นต้นมา    โครงการฝายทดน้ำบ้านลานกร่าง  เป็นโครงการหนึ่งที่จะสนองพระราชดำริเรื่องการขาดแคลนน้ำของราษฎร  และยังเป็นจุดผันน้ำส่งไปให้อำเภอห้วยกระเจา  ประการสำคัญ  ปัจจุบันบริเวณนี้ขาดแคลนน้ำอย่างมาก  ทำให้ผู้นำส่วนท้องถิ่นติดตามความก้าวหน้าของโครงการฯ  ตลอดเวลา  และพร้อมให้ความร่วมมือดำเนินการเกี่ยวกับกิจกรรมต่อเนื่องทุกรูปแบบ
