อาเซียนมีพัฒนาการด้านการรวมกลุ่มทางเศรษฐกิจเรื่อยมา เริ่มตั้งแต่การจัดตั้งเขตการค้าเสรีอาเซียนหรือ AFTA ตั้งแต่ปี 2535 และพยายามส่งเสริมให้มีความร่วมมือครอบคลุมด้านอื่นๆ ด้วย เช่น การค้าบริการ การลงทุน ซึ่งมีการจัดทำกรอบความ ตกลงด้าน (ASEAN Framework Agreement on Services: AFAS) และกรอบความตกลงว่าด้วย (Framework Agreement on the ASEAN Investment Area: AIA) เมื่อปี 2538 และ 2541 ตามลำดับ นอกจากนี้ อาเซียนยังได้จัดตั้งโครงการความร่วมมือด้าน (ASEAN Industrial Cooperation Scheme) เพื่อเพิ่มศักยภาพในการผลิตสินค้าอุตสาหกรรม และสนับสนุนการแบ่งสรรการผลิตและการใช้วัตถุดิบภายในภูมิภาค ต่อมาผู้นำอาเซียนได้เห็นชอบให้จัดตั้ง (ASEAN Community) ซึ่งประกอบด้วย 3 เสาหลัก คือ การเมืองความมั่นคง เศรษฐกิจ และสังคมและวัฒนธรรม และได้ประกาศปฏิญญาเซบูว่าด้วยการเร่งรัดการจัดตั้งประชาคม อาเซียนให้บรรลุผลจากเดิมที่กำหนดไว้ใน ปี ค.ศ. 2020 เป็นปี ค.ศ. 2015 โดยในส่วนประชาคมเศรษฐกิจอาเซียน ได้จัดทำแผนงานการจัดตั้งประชาคมเศรษฐกิจอาเซียน (AEC Blueprint) เป็นแผนงานบูรณาการการดำเนินงานในด้านเศรษฐกิจ ต่างๆ เพื่อให้เห็นการดำเนินงานในภาพรวมที่จะนำไปสู่การเป็นประชาคมเศรษฐกิจอาเซียนภายในปี ค.ศ. 2015 ภูมิหลังอาเซียนตั้งเป้าหมายการจัดตั้งประชาคมเศรษฐกิจอาเซียนภายในปี ค.ศ.2015 โดยได้วางแผนงานในการ ผลักดันการก้าวไปสู่ภูมิภาคที่เป็นตลาดและฐานการผลิตเดียว ซึ่งจะก่อให้เกิดการเคลื่อนย้ายทรัพยากรการผลิตระหว่างกันได้อย่าง เสรี
