มหาวิทยาลัยราชภัฏเชียงใหม่ ได้พัฒนามาจากโรงเรียนฝึกหัดครูกสิกรรมประจำมณฑลพายัพ ซึ่งสถาปนาขึ้นเมื่อ พ.ศ.2467 มหาวิทยาลัยราชภัฏเชียงใหม่ได้มีการเปิดสอนในหลักสูตรปริญญาตรี ปริญญาโท และปริญญาเอก ประกอบด้วย 5 คณะ คือ คณะครุศาสตร์ คณะมนุษยศาสตร์และสังคมศาสตร์ คณะวิทยาศาสตร์และเทคโนโลยี คณะเทคโนโลยีการเกษตร และคณะการวิทยาจัดการ ในปี 2558 นี้ มีจำนวนนักศึกษาภาคปกติที่ลงทะเบียนแล้ว จำนวน 4,494 คน (สำนักทะเบียนและประมวลผล มหาวิทยาลัยราชภัฏเชียงใหม่, 2558) อาจารย์ จำนวน 615 คน และบุคลากร จำนวน 273 คน (กองบริหารงานบุคคล มหาวิทยาลัยราชภัฏเชียงใหม่, 2558) รวมทั้งสิ้น 5,382 คน จากจำนวนดังกล่าว มหาวิทยาลัยราชภัฏเชียงใหม่ จึงได้จัดตั้งโรงอาหารมหาวิทยาลัยราชภัฏเชียงใหม่ให้แก่ผู้ใช้บริการ 1 แห่ง ประกอบไปด้วย ร้านขายอาหาร จำนวน 21 ร้าน ร้านขายน้ำดื่ม จำนวน 4 ร้าน ร้านขายของว่าง จำนวน 7 ร้าน และร้านขายผลไม้ จำนวน 1 ร้าน เพื่อให้บริการแก่ผู้ใช้บริการในด้านการบริโภคและโภชนาการ และเพื่อประหยัดค่าใช้จ่ายและเวลาในการออกไปรับประทานอาหารนอกมหาวิทยาลัย
จากการสอบถามผู้ใช้บริการ พบว่า จำนวนโรงอาหารไม่เพียงพอต่อจำนวนของผู้ใช้บริการ สถานที่คับแคบ ตลอดจนโต๊ะและที่นั่งไม่เพียงพอต่อผู้ใช้บริการ จุดเทเศษอาหารและจุดให้บริการน้ำดื่มแก่นักศึกษามีไม่เพียงพอ หน้าต่างและเพดานของโรงอาหารเกิดการชำรุด ภาชนะบรรจุอาหารยังมีคราบน้ำมันคงเหลืออยู่ แม้จะผ่านการทำความสะอาดมาแล้ว ซึ่งปัญหาเหล่านี้จำเป็น ต้องได้รับกาปรับปรุงแก้ไข เนื่องจากการที่ผู้ใช้บริการจะมีโภชนาการที่ดี ไม่ได้ขึ้นอยู่กับเรื่องอาหารเพียงอย่างเดียว แต่ขึ้นอยู่กับการเอาใจใส่ของผู้ให้บริการ คุณภาพอาหารต้องสดใหม่และมีความหลากหลาย ตลอดจนสถานที่และสิ่งแวดล้อมของโรงอาหารต้องสะอาด เป็นระเบียบ โต๊ะและเก้าอี้ โครงสร้างอาคารต้องแข็งแรง มีช่องระบายอากาศที่ดี
