จากปัญหาดังกล่าว กฟผ. จึงได้พิจารณาโครงการปรับปรุงเขื่อนอุบลรัตน์ขึ้น และได้รับอนุมัติจากคณะรัฐมนตรี ในวันที่ 6 ธันวาคม 2526 ดำเนินการก่อสร้างในปลายปี พ.ศ.2527 แล้วเสร็จในปี พ.ศ.2530 ใช้เงินลงทุนทั้งสิ้น 435.4 ล้านบาท โดยเป็นเงินลงทุนส่วนของเงินบาท จำนวน 244.90 ล้านบาท และเงินตราต่างประเทศอีก 190.50 ล้านบาท จากเงินกู้ของสถาบันเครดิต เพื่อการบูรณะแห่งสหพันธ์สาธารณรัฐเยอรมัน(K.F.W)
