วันนี้ ( 28 ม.ค.) รศ.นพ.กำจร ตติยกวี ปลัดกระทรวงศึกษาธิการ(ศธ.) เปิดเผยภายหลังการประชุมหารือเรื่องการจัดทำข้อสอบร่วมกับสถาบันทดสองทางการศึกษาแห่งชาติ (สทศ.) และ องค์กรหลักของ ศธ. โดยมี พล.อ.ดาว์พงษ์ รัตนสุวรรณ รมว.ศึกษาธิการ เป็นประธาน ว่า ที่ประชุมได้หารือถึงการจัดสอบในรูปแบบต่างๆ อาทิ การทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (โอเน็ต) การทดสอบทางการศึกษาระดับชาติด้านอาชีวศึกษา (วีเน็ต) การสอบประเมินคุณภาพการศึกษาระดับชาติขั้นพื้นฐาน (เอ็นที) เป็นต้น ซึ่ง รมว.ศึกษาธิการ เห็นว่ากระบวนการจัดสอบต่างๆ อาจยังไม่ตอบโจทย์คุณภาพการศึกษาทั้งหมด เพราะอยากให้การออกข้อสอบที่เน้นกระบวนการคิดวิเคราะห์ให้มากขึ้น อีกทั้งการออกข้อสอบยังไม่สามารถเทียบเคียงในระดับสากลได้ โดยได้มอบหมายให้ สทศ. ไปศึกษาข้อมูลการออกข้อสอบที่ต้องสอดคล้องและเทียบเคียงกับโครงการจัดสอบประเมินผลนักเรียนนานาชาติ หรือ พิซ่า เนื่องจากอยากให้การออกข้อสอบโอเน็ตของสทศ.สามารถเทียบเคียงกับการจัดสอบพิซาได้ และจะทำให้การสอบโอเน็ตสร้างความน่าเชื่อถือมากขึ้น
ปลัด ศธ. กล่าวต่อไปว่า นอกจากนี้ รมว.ศึกษาธิการ ยังเน้นให้การออกข้อสอบเป็นรูปแบบข้อสอบอัตนัย หรือ การเขียนบรรยายมากขึ้น โดยมอบหมายให้สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน(สพฐ.)กลับไปทบทวนการออกข้อสอบให้เป็นข้อสอบอัตนัย โดยเริ่มจากวิชาภาษาไทยในชั้นประถมศึกษาปีที่ 3 ต้องมีข้อสอบอัตนัย เพื่อให้เด็กคิดวิเคราะห์เป็น ซึ่ง สพฐ.แจ้งว่า ได้เริ่มดำเนินการใช้ข้อสอบอัตนัยไปแล้วร้อยละ 30 ของการออกข้อสอบ ขณะเดียวกัน สทศ.ก็ชี้แจงเช่นกันว่า ในปีการศึกษาหน้า การสอบโอเน็ตจะมีข้อสอบอัตนัยร้อยละ 20 ซึ่งในอนาคตก็จะต้องมีการออกข้อสอบในรูปแบบอัตนัยให้ครอบคลุมทุกวิชาและทุกชั้นปีด้วย.
