จากสำนักงานคณะกรรมการวิจัยแห่งชาติ และกรมป่าไม้ ได้ทำการวิจัยไว้ว่าพื้นที่ป่าชายเลนที่ยังคงมีความสมบูรณ์อยู่ พบมากในบริเวณพื้นที่ป่าชายเลนชายฝั่งทะเลอันดามัน ในจังหวัดระนอง พังงา กระบี่ ตรัง สตูล และจังหวัดภูเก็ต จึงเห็นว่าควรเกิดโครงการนี้ขึ้น เพื่อเข้าไปอนุรักษ์และฟื้นฟูความอุดมสมบูรณ์ของป่าชายเลนที่ชายฝั่งอันดามันเพื่อให้คงสภาพที่ดีไว้เพื่อการศึกษาระบบนิเวศของป่าชายเลนต่อไป
