ปริญญานิพนธ์นี้เป็นการศึกษาการจัดทำฐานข้อมูล GIS เพื่อนำเสนอสถานการณ์น้ำฝนและน้ำท่า ในจังหวัดอุบลราชธานี ในรอบ 10 ปี คือ พ.ศ. 2545 ถึง พ.ศ. 2554 โดยทำการรวบรวมข้อมูลจากศูนย์อุตุนิยมวิทยาภาคตะวันออกเฉียงเหนือตอนล่าง และสำนักงานชลประทานที่ 7 อำเภอเมือง จังหวัดอุบลราชธานี โดยใช้โปรแกรม Arc GIS และใช้วิธีค่าเฉลี่ยเลขคณิตในการวิเคราะห์ข้อมูลน้ำฝนและน้ำท่า จากนั้นจึงนำข้อมูลที่ได้มาจัดทำให้อยู่ในฐานข้อมูลระบบสารสนเทศทางภูมิศาสตร์ (GIS) โดยแสดงผลออกมาในรูปแบบของแผนที่โดยใช้แถบสีในการบอกปริมาณน้ำฝน ซึ่งจะทำให้ทราบสถานการณ์น้ำฝนและน้ำท่าในพื้นที่จังหวัดอุบลราชธานี ในรอบ 10 ปี คือ ตั้งแต่ปี พ.ศ. 2545 ถึง พ.ศ. 2554
