กำหนดนโยบายเร่งด่วนด้านการสร้างหลักประกันรายได้ให้แก่ผู้สูงอายุที่มีรายได้น้อย ไม่เพียงพอต่อการยังชีพ หรือไม่สามารถประกอบอาชีพเลี้ยฃตัวเองได้ โดยจัดสรรเบี้ยยังชีพให้แก่ผู้สูงอายุที่มีอายุ 60 ปีขึ้นไป

ครม. มีมติอนุมัติโครงการการสนับสนุนสวัสดิการเบี้ยเลี้ยงผู้สูงอายุ วงเงิน9000 บาทต่อเดือน ในอัตราคนละ500 บาทตาอเดือน ในระยะแรก เมษยน-กันยายน 2552 และในระยะที่2 ปี2553 ตุลา-กันยา
ซึ่งรัฐบาลได้มอบหมายให้กระทรวงพัฒนาสังคม และกระทรวงมหาดไทย ร่วมกันผลักดันโครงการดังกล่าว โดยกระทรวงมหาดไทยมอบหมายให้องค์การปกครองส่วนท้องถิ่นเป็นผู้ดำเนินการจดทะเบียนและจ่ายเงินเป็นรายเดือน
