พระญาณสมโพธิจึงได้สั่งการให้มีการปรับพื้นที่ซึ่งรกร้างมานาน และกำหนดกิจกรรมงานประเพณีปี๋ใหม่เมือง โดยได้รับความร่วมมือจาก นายบุญฤทธิ์ ตุลาพันธ์พงศ์ (สื่อมวลชน) ได้ประชาสัมพันธ์ข่าวเผยแพร่เป็นระยะ ๆ จนเกิดกระแสจากพุทธศาสนิกชน พระมหาเถระผู้ใหญ่ เช่น สมเด็จพระมหารัชมังคลาจารย์ เจ้าคณะใหญ่หนเหนือ วัดปากน้ำภาษีเจริญ สมเด็จพระพุฒาจารย์ เจ้าคณะใหญ่หนตะวันออก วัดสระเกศ ได้เดินทางมาตรวจสถานที่เห็นว่าเหมาะสมที่จะยกให้เป็นวัดที่มีพระสงฆ์จำพรรษาตลอดไป มหาเถระทั้งสองมีเมตตาที่จะให้การสนับสนุนในเรื่องนี้อย่างเต็มที่
ต่อมาพระญาณสมโพธิ (พระราชสิทธาจารย์) มอบหมายให้นายบุญธรรม ยศบุตร เลขานุการมูลนิธิพระบรมธาติดอยสุเทพ ทำหนังสือเรียนเชิญ ศาสตราจารย์นายแพทย์เกษม วัฒนชัย รัฐมนตรีว่าการกระทรวงศึกษาธิการ ในขณะนั้น (ปัจจุบันได้โปรดเกล้าฯ ดำรงตำแหน่งองคมมนตรี) มาเป็นประธานเปิดงานในวันที่ ๑๒ เมษายน พ.ศ ๒๕๔๔ โดยได้นิมนต์พระสงฆ์จำนวน ๗๐๕ รูป ซึ่งเท่าอายุเมืองเชียงใหม่ในขณะนั้น มาเจริญพระพุทธมนต์ ฉันภัตตาหารเพล พร้อมกันนั้นพระสงฆ์ทั้งจังหวัดเชียงใหม่ ได้กระทำปทักษิณรอบพระเจดีย์รวม ๓ รอบ เป็นภาพที่น่าประทับใจมาก


ต่อมา พระราชพุทธิญาณ เจ้าคณะจังหวัดเชียงใหม่ ได้ทำหนังสือลงวันที่ ๑๑ เมษายน พ.ศ. ๒๕๔๔ เพื่อขอยับยั้งการพิจารณาเช่าที่วัดร้างของกรรมการศาสนา และขอให้ยกวัดโลกโมฬี (ร้าง) เป็นวัดที่มีพระสงฆ์อยู่จำพรรษาตลอดไปแทน ซึ่งก็ได้รับอนุมัติจากกรรมการศาสนา ตามประกาศวันที่ ๙ ตุลาคม พ.ศ. ๒๕๔๔ พร้อมหนังสือแต่งตั้งให้ พระญาณสมโพธิ เป็นรักษาการเจ้าอาวาส คณะสงฆ์จังหวัดเชียงใหม่ คณะกรรมการฟื้นฟูวัดโลกโมฬี จึงได้จัดพิธีเฉลิมฉลองตราตั้งวัดโลกโมฬี ในช่วงเช้า พระญาณสมโพธฺ (พระราชสิทราจารย์) ได้ประกอบพิธีหล่อพระพุทธรูป พระพุทธสันติจิรบรมโลกนาถ ขนาดหน้าตักกว้าง ๘๐ นิ้วขึ้น เพื่อเป็นองค์ประธานประจำวิหารหลังใหม่ เนื่องจากตรงกับเทศกาลยี่เป็งจึงได้มอบหมายให้อาจารย์ยุพิน เข็มมุกด์ ผู้อำนวยการสำนักศิลปวัฒนธรรม สถาบันราชภัฏเชียงใหม่ (มหาวิทยาลัยราชภัฏเชียงใหม่) จัดกิจกรรมเทศน์มหาชาติในเทศกาลยี่เป็งขึ้นเป็นตรั้งแรกของวัดโลกโมฬีประจำปี พ.ศ. ๒๕๔๔
