1. มีคุณวุฒิอย่างใดอย่างหนึ่งดังต่อไปนี้
ก. เป็น หรือเคยเป็นศาสตราจารย์หรือ รองศาสตราจารย์ในมหาวิทยาลัยของรัฐ
ข. เป็นหรือเคยเป็นอาจารย์ในคณะนิติศาสตร์ในมหาวิทยาลัยของรัฐ เป็นเวลาไม่น้อยกว่าห้าปี
