การศึกษาไทยได้มีการพัฒนาและปรับปรุงแก้ไขมาโดยตลอด แต่ยังมีปัญหาอุปสรรคในการจัดการศึกษา และการบริหารการศึกษาหลายประการ ซึ่งนอกจากปัญหาและอุปสรรคดังกล่าว ประเทศไทยในปัจจุบันยังประสบวิกฤตการศึกษาหลายประการ การแก้ปัญหาวิกฤตดังกล่าวจำต้องอาศัยปัจจัยแห่งความสำเร็จของการปฏิรูปการศึกษา การออก พ.ร.บ.การศึกษาแห่งชาติ พ.ศ.2542
เป็นก้าวย่างที่สำคัญในการวางกรอบการปฏิรูปการศึกษาเพื่อขจัดปัญหาและวิกฤตต่างๆ นับเป็น พ.ร.บ. การศึกษาแห่งชาติฉบับแรกที่มีฐานะเป็นกฎหมาย และมีกระบวนการพัฒนาสอดคล้องกับการออกกฎหมาย ค่อนข้างสมบูรณ์ แต่การปฏิรูปการศึกษาตามแนวทางและสาระสำคัญใน พ.ร.บ. การศึกษาแห่งชาติ พ.ศ.2542 จะประสบความสำเร็จ ย่อมที่จะต้องอาศัยองค์กรและบุคคลหลายฝ่าย โดยเฉพาะองค์กรปฏิบัติ ได้แก่ สถานศึกษาระดับต่างๆ ซึ่งย่อมต้องอาศัยบุคลากรที่มีความรู้ ความสามารถ คุณธรรม จริยธรรม ตลอดทั้งการปฏิบัติตามจรรยาบรรณวิชาชีพเป็นอย่างดีองค์ประกอบหลักเบื้องต้นที่สำคัญอย่างหนึ่งของบุคลากรทางการศึกษาก็คือ เจตคติที่ดีการให้ความสำคัญและการยอมรับในสาระสำคัญที่กำหนดไว้ ซึ่งจะนำไปสู่การปฏิบัติอย่างแท้จริงต่อไป
