เมื่อวันที่ 1 ธ.ค.58 นายอาคม เติมพิทยาไพสิฐ รมว.คมนาคม เปิดเผยว่า ความร่วมมือไทยและญี่ปุ่นในโครงการพัฒนารถไฟเส้นทางระเบียงเศรษฐกิจตะวันออก-ตะวันตก เส้นทางบ้านพุน้ำร้อน-กาญจนบุรี-กรุงเทพฯ-ฉะเชิงเทรา-สระแก้ว และฉะเชิงเทรา-แหลมฉบัง ที่ได้ลงนามความร่วมมือเมื่อ 26 พ.ย.ที่ผ่านมา ได้ทำข้อตกลง 3 ขั้นตอน โดยขั้นแรกเป็นการปรับปรุงเส้นทางรถไฟที่เป็นทางเดี่ยวก่อน เพื่อให้เปิดบริการขนส่งสินค้าได้ โดยปัจจุบันมีการขนส่งวันละ 2 เที่ยว และขนส่งผู้โดยสารวันละ 2 เที่ยว ทั้งนี้มีกำหนดการให้เปิดทดลองเดินรถ โดยจะใช้ตู้คอนเทนเนอร์ขนาดเล็กมาใช้

ส่วนขั้นตอนที่ 2 จะมีการจัดตั้งบริษัทร่วมทุน เพื่อบริหารการเดินรถและจัดหารถไฟเข้ามาวิ่งเพิ่มเติม โดยขั้นตอนนี้คาดว่าจะสามารถจัดตั้งบริษัทให้แล้วเสร็จภายในไตรมาส 1/59 โดยจะเป็นการร่วมทุนของฝ่ายไทยโดยการรถไฟแห่งประเทศไทย (รฟท.) และฝ่ายญี่ปุ่น และเพื่อให้บริษัทเดินรถดังกล่าวมีความคล่องตัว บริหารงานแบบเอกชน รฟท.และญี่ปุ่นจะถือหุ้นฝ่ายละไม่เกิน 49% ที่เหลืออีก 2% ต้องหาหน่วยงานอื่นหรือบริษัทเอกชนเข้ามาถือหุ้น ดังนั้นจึงเป็นโอกาสที่จะเปิดให้เอกชนไทยเข้ามาร่วมทุน โดยอาจจะเป็นกลุ่มผู้ผลิตรถไฟฟ้า หรือกลุ่มเอกชนที่มีความร่วมมือกัน

นายอาคม กล่าวว่า ขั้นตอนที่ 3 จะดำเนินเป็นโครงการทางคู่ ซึ่งอาจจะไม่ทำตลอดเส้นทาง โดยปัจจุบันเส้นทางฉะเชิงเทรา-แหลมฉบัง เป็นทางรถไฟทางคู่ โดยคาดว่าในเดือน เม.ย.-พ.ค.59 ทางญี่ปุ่นสรุปผลการศึกษารถไฟทางคู่เส้นทางนี้ จากนั้นจะสามารถสรุปงบลงทุนทั้งหมด

ทั้งนี้ โครงการพัฒนารถไฟเส้นทางระเบียงเศรษฐกิจตะวันออก-ตะวันตก เส้นทางบ้านพุน้ำร้อน-กาญจนบุรี-กรุงเทพฯ-ฉะเชิงเทรา-สระแก้ว และ ฉะเชิงเทรา-แหลมฉบัง เป็นเส้นทางสำคัญที่ครอบคลุมเขตเศรษฐกิจพิเศษ 4 แห่ง ได้แก่ เขตเศรษฐกิจพิเศษทวายในเมียนมา เขตเศรษฐกิจพิเศษกาญจนบุรี เขตเศรษฐกิจพิเศษสระแก้ว และการจัดตั้ง Super Cluster ในนิคมอุตสาหกรรมแหลมฉบัง นิคมอุตสาหกรรมมาบตาพุด และที่ฉะเชิงเทรา และสระแก้ว
