3.สภาแห่งชาติชุดใหม่ได้เปิดประชุมเมื่อ 19 กรกฎาคม พ.ศ. 2545 โดยสภาได้มีมติสำคัญๆ คือ
1.) รับรองผลการเลือกตั้งเมื่อ 19 พฤษภาคม
2.) เลือกตั้งคณะกรรมการต่าง ๆ ประจำสภา
3.) การเลือกตั้งให้นายเหวียน วัน อาน ดำรงตำแหน่งประธานสภาต่อไป (เมื่อ 23 กรกฎาคม)
4.) การเลือกตั้งให้นายเจิ่น ดึ๊ก เลือง ดำรงตำแหน่งประธานาธิบดีต่อไป (เมื่อ 24 กรกฎาคม) และ
5.) เลือกตั้งให้นายฟาน วัน ขาย ดำรงตำแหน่งนายกรัฐมนตรีต่อไป (เมื่อ 25 กรกฎาคม) และได้มีการปรับคณะรัฐมนตรีเมื่อ 8 สิงหาคม 2545 โดยในคณะรัฐมนตรีชุดใหม่ 26 คน มีรัฐมนตรีที่ได้รับแต่งตั่งใหม่ 15 คน ซึ่งส่วนใหญ่เป็นคนรุ่นใหม่ที่มีความรู้ความสามารถ หลายคนเคยดำรงรัฐมนตรีช่วยในกระทรวงนั้น ๆ มาแล้ว นอกจากนี้ ยังมีการตั้งกระทรวงใหม่ 3 กระทรวง ได้แก่ กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม กระทรวงไปรษณีย์และโทรคมนาคม และกระทรวงภายใน ซึ่งเป็นการสะท้อนให้เห็นถึงทิศทางการปฏิรูปเศรษฐกิจและการบริหารประเทศมากขึ้น ซึ่งเมื่อพิจารณาในประเด็นนี้ ไม่น่าจะส่งผลกระทบต่อความสัมพันธ์ไทย-เวียดนามที่ดำเนินไปด้วยดีในปัจจุบัน
