1.2 ปัญหาด้านอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่น ได้แก่ ปัญหาการมีอำนาจหน้าที่ไม่เหมาะสม มีความทับซ้อนกันของอำนาจระหว่างราชการส่วนภูมิภาคและส่วนท้องถิ่น และปัญหาความไม่ชัดเจนในการกำหนด อำนาจหน้าที่ของท้องถิ่น เป็นต้น 2. ปัญหาด้านโครงสร้างของท้องถิ่น ประกอบไปด้วยปัญหาต่างๆ ได้แก่
