วันที่ 11 พฤศจิกายน พ.ศ. 2556 สุเทพประกาศยกระดับการชุมนุม โดยอ้างว่ารัฐบาลไม่ยอมถอนร่างพระราชบัญญัตินิรโทษกรรมฯ ออกจากสภาทั้งหมด พร้อมทั้งประกาศมาตรการ 4 ข้อดังนี้ หยุดงาน 3 วันคือ วันที่ 13 - 15 พฤศจิกายน 2556 โดยให้หยุดงานเพื่อออกมาชุมนุม, งดชำระภาษีประจำปี, ประดับธงชาติไทย ที่หน้าบ้านของตนเอง, ถ้าพบเห็นรัฐมนตรีคนใด ให้เป่านกหวีดใส่ และเปิดตัวแกนนำ ทั้งหมด 9 คน ซึ่งประกาศลาออก จากความเป็นสมาชิกสภาผู้แทนราษฎร พรรคประชาธิปัตย์พร้อมกับสุเทพด้วย คือถาวร เสนเนียม, สาทิตย์ วงศ์หนองเตย, อิสสระ สมชัย, วิทยา แก้วภราดัย, เอกนัฏ พร้อมพันธุ์ ซึ่งสุเทพให้เป็นโฆษก, ชุมพล จุลใส, พุทธิพงษ์ ปุณณกันต์ และณัฎฐพล ทีปสุวรรณ ซึ่งสุเทพให้เป็นแกนนำหลัก หากสุเทพไม่สามารถเป็นแกนนำหลักได้[33] โดยสุเทพ พร้อมทั้งแกนนำ 8 คนดังกล่าว เข้ายื่นใบลาออกจากความเป็น ส.ส. ต่อสำนักงานเลขาธิการสภาผู้แทนราษฎร ที่รัฐสภา ในวันต่อมา[34]
