วัดร่องขุ่น ตั้งอยู่ที่ตำบลป่าอ้อดอนชัย อำเภอเมือง จังหวัดเชียงราย ถือเป็นศาสนสถานที่สำคัญแห่งหนึ่งของจังหวัดเชียงราย เป็นผลงานการออกแบบและก่อสร้างโดย อาจารย์เฉลิมชัย โฆษิตพิพัฒน์ จิตรกรไทยที่มีผลงานจิตรกรรมไทยหลากหลาย จนได้รับการยกย่องขึ้นเป็น ศิลปินแห่งชาติ สาขาทัศนศิลป์ (จิตรกรรม) ในปี พ.ศ. 2554 ผู้ซึ่งอุทิศตนสร้างวัดวัดร่องขุ่นอันยิ่งใหญ่นี้ขึ้นเพื่อถวายเป็นพุทธบูชา ด้วยความตั้งใจที่จะสร้างสรรค์ให้วัดแห่งนี้งดงามดังสวรรค์ที่มีอยู่จริง อีกทั้งมนุษย์สามารถสัมผัสได้บนพื้นพิภพ คล้ายเป็นสิ่งกระตุ้นเตือนให้คนเราใฝ่ปฏิบัติธรรม และประกอบแต่กรรมดีในการดำเนินชีวิต
แรงบันดาลใจในการสร้างวัดร่องขุ่น คือ เมื่อครั้งกลับมาเยือนบ้านเกิด คือ หมู่บ้านร่องขุ่น จังหวัดเชียงราย อาจารย์เฉลิมชัย ได้เห็นว่า "วัดร่องขุ่น" ที่คนรุ่นพ่อร่วมกันสร้างนั้น มีสภาพทรุดโทรมเป็นที่สุด อาจารย์เฉลิมชัย จึงเกิดแรงดลใจว่าอยากสร้างวัดร่องขุ่นด้วยศิลปะสมัยใหม่ เหมาะกับประเทศไทย ภายใต้ร่มโพธิสมภารของในหลวง รัชกาลที่ 9 รวมถึงอยากจะสร้างงานศิลปะให้ยิ่งใหญ่ฝากไว้ให้เป็นสมบัติของแผ่นดิน ณ บ้านเกิด อาจารย์จึงลงมือก่อสร้างตั้งแต่ปี พ.ศ. 2540 โดยอุทิศทั้งชีวิตให้กับการสร้างงานชิ้นสุดท้ายของชีวิตชิ้นนี้ ด้วยเงินที่เก็บสะสมมาจากการจำหน่ายผลงานศิลปะในเวลากว่า 20 ปี นอกจากนี้ อาจารย์เฉลิมชัย ยังเผยความในใจถึงวัดร่องขุ่นด้วยว่า "ผมหวังที่จะสร้างงานพุทธศิลป์ที่มีเอกลักษณ์เฉพาะตัวของผมให้ปรากฏเป็นงาน ศิลปะที่ยิ่งใหญ่ชิ้นหนึ่งของโลกมนุษย์นี้ให้ได้ เพื่อประกาศความยิ่งใหญ่ของประเทศชาติของผมไปสู่มวลมนุษยชาติทั้งโลก หากเมื่อผมตาย คณะลูกศิษย์ที่ผมสอนไว้จะสานต่อจินตนาการของผมจนแล้วเสร็จทั้งหมด ผมได้เตรียมการบริหารจัดการหลังความตายไว้พร้อมแล้ว ผมสร้างงานพุทธศิลป์ด้วยความศรัทธาจริตไม่ได้มุ่งหวังสิ่งใด ๆ ตอบแทน ไม่ต้องการและไม่ชอบการทำบุญเอาหน้า วัดนี้ไม่เคยเรี่ยไรเงินด้วยกฐินผ้าป่า วัดนี้ไม่รีบร้อนสร้างเพื่อฉลองในโอกาสใด ๆ ทั้งสิ้น ผมคิดเพียงอย่างเดียว ต้องดีที่สุดสวยที่สุด สร้างจนหมดภูมิปัญญาทางโลกและทางธรรมของผม...ความตายเป็นสิ่งเดียวเท่านั้น ที่จะหยุดเสรีภาพแห่งจินตนาการของผมได้"
