ปัจจุบันเทคโนโลยีทางด้านคอมพิวเตอร์มีการพัฒนาขึ้นอย่างรวดเร็ว ทำให้งานด้านการบริการต่างๆ หรือการค้นคว้าหาข้อมูลทางคอมพิวเตอร์มีความสะดวกสบายเพิ่มมากขึ้น หลายหน่วยงานได้ทำการรวบรวมข้อมูลด้านต่างๆไว้มากมาย ซึ่งสามารถเพิ่มประสิทธิภาพในการค้นคว้าให้มีความสะดวกรวดเร็ว ลดความซ้ำซ้อนในการหาข้อมูล ทำให้ตอบสนองความต้องการของผู้ที่สนใจได้ดียิ่งขึ้น ซึ่งข้อมูลสมุนไพรไทยก็เป็นข้อมูลอีกอย่างหนึ่งที่ในปัจจุบันได้รับความสนใจจากบุคคลทั่วไปอย่างแพร่หลาย จึงพบว่ามีหลายหน่วยงานได้ทำการรวบรวมข้อมูล และเผยแพร่ความรู้ ทางสมุนไพรไทย เพื่อประโยชน์ทางด้านการศึกษาค้นคว้า และนำไปประยุกต์ใช้ในชีวิตประจำวัน แต่ข้อมูลจากหลายหน่วยงานบางอย่างอาจจะมีข้อผิดพลาด ทำให้ผู้สนใจทั่วไปไม่สามารถที่จะไดรับข้อมูลที่แท้จริงได้ (นางสาวชนาภรณ์ อำพินธ์;พ.ศ 2551)
การวิจัยครั้งนี้มีวัตถุประสงค์ 1.อนุรักษ์พันธุ์พืชสมุนไพรและผักพื้นบ้าน 2.เพื่อจัดทำคู่มือสมุนไพรและผักพื้นบ้านของชุมชนลุ่มน้ำเข็ก โดยให้ชุมชนมีส่วนร่วมในทุกกระบวนการทั้งทางตรงและทางออมในการวิจัย และให้ทุกภาคส่วนเข้ามามีส่วนร่วม โดยเทคนิคการศึกษาจะประกอบด้วย การศึกษาชุมชนแบบมีส่วนร่วมและ การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม จากการประชุมผู้มีส่วนเกี่ยวข้อง และการประเมินชุมชนอย่างเร่งด่วน
พบว่า ชุมชนหมู่ 5 หมู่บ้านทานตะวัน ตำบลหนองแม่น้ำ อำเภอเขาค้อ จังหวัดเพชรบูรณ์ มี
การปลูกสมุนไพรและผักพื้นบ้านและใช้ประโยชน์ในครัวเรือนของตนเองร้อยละ 33 มีการรวมกลุ่ม
จัดตั้ง“กลุ่มสมุนไพรบ้านทานตะวัน” ขึ้นรวมถึงมีการจดการรวบรวมองค์ความรู้จากชุมชนและภาค
ส่วนต่างๆถอดออกมาทำเป็นคู่มือสมุนไพรและผักพื้นบ้านของชุมชนลุ่มน้ำเข็ก และมีการรวมกันจัดทำ
สวนสมุนไพรและผักพื้นบ้านเพื่อเป็นศูนย์ถ่ายทอดองค์ความรู้ของชุมชน

การใช้สมุนไพรรักษาโรคเป็นภูมิปัญญาชาวบ้านที่มีการสั่งสมและสืบทอดมายาวนาน เป็นทั้งศาสตร์และศิลป์ในการดูแลสุขภาพซึ่งบรรพชนได้ค้นพบ สะท้อนให้เห็นถึงความพยายามในการพึ่งตนเองเพื่อแสวงหาทางออกที่ยั่งยืนให้กับสุขภาพ เป็นมรดกทางวัฒนธรรมที่มีคุณค่ายิ่งของไทยตั้งแต่อดีตจนถึงปัจจุบัน ดังที่ปรากฏในศิลาจารึกของพ่อขุนรามคำแหง สมัยสุโขทัยที่กล่าวถึงการสร้างสวนสมุนไพรขนาดใหญ่ไว้บนเขาหลวงหรือเขาสรรพยาเพื่อให้ประชาชนได้เก็บสมุนไพรไปใช้ในยามเจ็บป่วย สมัยกรุงศรีอยุธยาพบบันทึกในสมัยสมเด็จพระนารายณ์มหาราชว่ามีระบบการจัดหายาสมุนไพรที่ชัดเจนสำหรับประชาชน มีแหล่งจำหน่ายยาและสมุนไพรหลายแห่งทั้งในและนอกกำแพงเมือง มีการรวบรวมตำรับยาต่างๆ ขึ้นเป็นครั้งแรกเรียกว่า ตำราพระโอสถพระนารายณ์ ในปัจจุบันมีวัดโพธิ์เป็นสัญลักษณ์ของสถานศึกษาที่เก่าแก่ที่สุดด้านสมุนไพรและการแพทย์แผนโบราณของไทย(กองการประกอบโรคศิลปะ. 2549) นอกจากนี้แล้วยังมีการประยุกต์ใช้สมุนไพรที่มีอยู่ตามภูมิภาคต่างๆ ของประเทศในรูปแบบที่แตกต่างกันออกไป เช่น ภาคตะวันออกเฉียงเหนือมีหมอพื้นบ้านเป็นผู้ใช้สมุนไพรในการรักษาโรคแก่ประชาชนที่อาศัยอยู่ในหมู่บ้านของตนและหมู่บ้านใกล้เคียง ประชาชนที่อาศัยอยู่ในชนบทมีความรู้ในการใช้สมุนไพรซึ่งมิใช่จำกัดอยู่เฉพาะการรักษาโรคเท่านั้น แม้กระทั่งในชีวิตประจำวันก็ใช้สมุนไพร เช่น นำผักต่างๆ มารับประทานเป็นผักเคียงหรือประกอบเป็นอาหาร เป็นต้น
หลายปีที่ผ่านมาตั้งแต่แผนพัฒนาการสาธารณสุขฉบับที่ 4 (พ.ศ.2520-2524) จนกระทั่งถึงแผนพัฒนาสุขภาพแห่งชาติฉบับที่ 10 (2549-2554) ภาครัฐมีนโยบายที่ต่อเนื่องในการส่งเสริมการใช้สมุนไพรและการแพทย์แผนไทย ดังเห็นได้จากในปี 2537 มีการประกาศใช้สมุนไพรในงานสาธารณสุขมูลฐานซึ่งเป็นสมุนไพรที่ใช้เป็นประจำในครัวเรือน การนำมาใช้ไม่ยุ่งยาก โดยจำแนกสมุนไพรเพื่อการรักษาตามกลุ่มโรคและอาการเจ็บป่วย 5 กลุ่ม ได้แก่ กลุ่มโรคและอาการเจ็บป่วยในระบบทางเดินอาหาร กลุ่มโรคและอาการเจ็บป่วยระบบทางเดินหายใจ กลุ่มโรคและอาการเจ็บป่วยระบบทางเดินปัสสาวะ กลุ่มโรคผิวหนังและการเจ็บป่วยอื่นๆ และในปี 2547 กระทรวงสาธารณสุขได้กำหนดให้สถานบริการสาธารณสุขของรัฐ คือ โรงพยาบาลศูนย์ โรงพยาบาลทั่วไป โรงพยาบาลชุมชน และสถานีอนามัยหรือศูนย์สุขภาพชุมชน มีบริการด้านแพทย์แผนไทยในระบบหลักประกันสุขภาพถ้วนหน้าครอบคลุมทุกแห่งโดยมีสถานที่ให้บริการเป็นการเฉพาะตามเกณฑ์มาตรฐานงานบริการแพทย์แผนไทยซึ่งกำหนดโดยกรมพัฒนาการแพทย์แผนไทยและการแพทย์ทางเลือก แต่จากการศึกษาข้อมูลเรื่องสถานการณ์และแนวโน้มเกี่ยวกับการแพทย์แผนไทย ระหว่างปี 2546-2550 ซึ่งเป็นข้อมูลจากการสำรวจอนามัยและสวัสดิการซึ่งจัดทำโดยสำนักงานสถิติแห่งชาติ พบว่าในปี 2550 เวลาประชาชนเจ็บป่วยหรือรู้สึกไม่สบายจะไปรักษาที่สถานีอนามัยมากที่สุด(ร้อยละ 32.0) รองลงมาคือซื้อยากินเองหรือไปโรงพยาบาลเอกชนหรือคลีนิก (ร้อยละ 26.5) และการเลือกวิธีการรักษาของประชาชนด้วยการใช้สมุนไพรว่ามีแนวโน้มลดลง ทั้งๆ ที่ได้รับการสนับสนุนจากภาครัฐอย่างต่อเนื่อง โดยในปี 2546 ใช้วิธีรักษาโดยใช้ยาแผนโบราณหรือยาสมุนไพร ร้อยละ 2.1 ลดลงเหลือร้อยละ 1.3 ในปี 2547 ซึ่ง 3 ปี ถัดมา(2548-2550) การใช้สมุนไพรและยาสมุนไพรเหลือเพียงร้อยละ 1 เท่ากัน(ปรียา มิตานนท์, 2551)
ผู้วิจัยจึงสนใจศึกษา เรื่องปัจจัยที่มีความสัมพันธ์กับพฤติกรรมการใช้สมุนไพรรักษาโรคของประชาชน โดยเลือกพื้นที่ศึกษาคือ เขตตรวจราชการที่ 11 กระทรวงสาธารณสุข ซึ่งประกอบด้วย 3 จังหวัด ได้แก่ นครพนม มุกดาหาร และสกลนคร ซึ่ง พบว่า มูลค่าการใช้ยาสมุนไพรต่อมูลค่าการใช้ยาทั้งหมดในสถานบริการสาธารณสุขของรัฐ จังหวัด นครพนม ร้อยละ 3.46 มุกดาหาร ร้อยละ 2.59 และสกลนคร ร้อยละ 2.22 (พินทุสร เหมพิสุทธิ์, 2553) และจากการศึกษาความต้องการใช้บริการทางการแพทย์แผนไทยของมหาวิทยาลัยเทคโนโลยีราชมงคลอีสาน วิทยาเขตสกลนคร พบว่าต้องการใช้สมุนไพรร้อยละ 25 (ขนิษฐา ทุมา, วิวัฒน์ ศรีวิชา, พิเชษฐ เวชวิฐาน, 2552) เพื่อนำผลการวิจัยที่ได้มาเป็นข้อมูลพื้นฐานในการส่งเสริมและสนับสนุนการใช้สมุนไพรในดูแลสุขภาพและรักษาอาการเจ็บป่วย ต่อไป
