ประวัติ

จากการที่พระบาทสมเด็จพระเจ้าอยู่หัว ภูมิพลอดุลยเดชฯ เสด็จพระราชดำเนินไปทรงเยี่ยมพสกนิกรในพื้นที่ต่าง ๆ ด้วยมีพระราชประสงค์ที่จะเห็นประชาชนอยู่ดีมีสุขตามสมควรแก่อัตภาพ โดยเฉพาะอย่างยิ่งผู้ประกอบอาชีพทางด้านเกษตรกรรม ซึ่งถือว่าเป็นอาชีพหลักของประเทศ จึงทำให้เกิด “โครงการส่วนพระองค์เกี่ยวกับการเกษตร สวนจิตรลดา” ภายในบริเวณพระตำหนักจิตรลดารโหฐาน อันเป็นราชฐานที่ประทับในปีพุทธศักราช ๒๕๐๔

โครงการส่วนพระองค์ สวนจิตรลดา มีวัตถุประสงค์ในการดำเนินงาน เพื่อศึกษา ทดลองและวิจัยหาวิธีแก้ไขปัญหาเกี่ยวกับงานทางด้านการเกษตรต่างๆ เช่น การปลูกข้าว การเลี้ยงโคนม การเพาะพันธุ์ปลานิล และอื่นๆ อีกมากมาย ซึ่งผลการศึกษาสามารถนำมาประยุกต์ใช้เป็นแบบอย่างในการนำไปปฏิบัติตาม นอกจากนี้ยังเป็นการดำเนินการโดยไม่มุ่งหวังผลตอบแทน จึงมีโครงการที่ตั้งขึ้นเพื่อบรรเทาความเดือดร้อนของราษฎร เช่น เมื่อเกิดปัญหาน้ำนมดิบล้นตลาด พระบาทสมเด็จพระเจ้าอยู่หัวได้ทรงพระกรุณาโปรดเกล้าฯ ให้สร้างโรงนมผงขึ้น เพื่อแปรรูปน้ำนมดิบให้เก็บไว้ได้นาน โดยพระราชทานพระราชทรัพย์ส่วนพระองค์เป็นทุนในการก่อสร้าง และยังมีการตั้งศูนย์รวมนม เพื่อรับซื้อน้ำนมจากเกษตรกรผู้เลี้ยงโคนมอีกด้วย

วัตถุประสงค์

โครงการส่วนพระองค์ สวนจิตรลดา มีวัตถุประสงค์หลักในการดำเนินงานอยู่ 3 ประการ คือ
1.เป็นโครงการศึกษาทดลอง
2.เป็นโครงการตัวอย่าง ให้ผู้ที่สนใจสามารถเข้ามาทำการศึกษา เพื่อสามารถนำกลับไปดำเนินการเองได้
3.เป็นโครงการที่ไม่หวังผลตอบแทน (เชิงธุรกิจ)

การดำเนินงาน

การดำเนินงานของโครงการส่วนพระองค์ สวนจิตรลดา แบ่งออกเป็น 2 ประเภท คือ

1 โครงการไม่ใช่ธุรกิจ ที่ได้รับการสนับสนุนจากหน่วยงานราชการต่างๆ รวมทั้งหน่วยงานจากเอกชน ที่สนองพระราชดำริเกี่ยวกับการพัฒนาด้านการเกษตร ควบคู่ไปกับการอนุรักษ์ทรัพยากร ธรรมชาติ โครงการไม่ใช่ธุรกิจ ได้แก่ ป่าไม้สาธิต นาข้าวทดลอง การเพาะพันธุ์ปลานิล กังหันลม ระบบผลิตกระแสไฟฟ้าด้วยพลังงานลม บ้านพลังงานแสงอาทิตย์ ระบบสูบน้ำด้วยพลังงานแสงอาทิตย์ ระบบผลิตน้ำเย็นด้วยพลังงานความร้อนจากแกลบ โรงกระดาษสา และการเพาะเลี้ยงเนื้อเยื่อ

2 โครงการกึ่งธุรกิจ ที่มีกระบวนการแปรรูปวัตถุดิบทางการเกษตร และจำหน่ายผลิตภัณฑ์ในราคาที่ไม่หวังผลกำไร โดยมุ่งส่งเสริมให้ประชาชนบริโภคสินค้าที่ผลิตได้ภายในประเทศ และยังมีการบริหารจัดการเงินอย่างครบวงจร ทั้งนี้รายได้จะนำมาใช้บริหารจัดการภายในโครงการต่อไป

โครงการส่วนพระองค์ สวนจิตรลดา มุ่งเน้นการดำเนินงานโดยยึดแนวพระราชดำริของพระบาทสมเด็จพระเจ้าอยู่หัวเกี่ยวกับ “เศรษฐกิจพอเพียง” ซึ่งให้ความสำคัญกับการพัฒนาคุณภาพชีวิตของเกษตรกรอย่างยั่งยืน ให้เกษตรกรสามารถพึ่งตนเองได้ ควบคู่ไปกับการอนุรักษ์ทรัพยากร ธรรมชาติ มีการศึกษาวิจัยเกี่ยวกับการแปรรูปผลผลิตทางการเกษตรภายในประเทศ เพื่อลดการนำเข้าสินค้าจากต่างประเทศ และการนำวัสดุเหลือใช้ทางการเกษตรมาใช้ให้เกิดประโยชน์สูงสุด ด้วยกระบวนการผลิตที่ง่าย แต่มีประสิทธิภาพ ประหยัดเวลา และค่าใช้จ่าย โดยดำเนินการภายใต้กระบวนการทางวิทยาศาสตร์ที่มีการศึกษา ทดลอง เก็บรวบรวมข้อมูลและผลการศึกษา เพื่อเผยแพร่องค์ความรู้ให้แก่เกษตรกร และประชาชนผู้สนใจทั่วไป
