ปัญหาเรื่องน้ำเสียมีประวัติความเป็นมาควบคู่ไปกับความเจริญเติบโตของชุมชน กล่าวคือ เมื่อครั้งประชากรยังน้อยและกระจัดกระจายก็ไม่เป็นปัญหาอะไรมากนัก ต่อมาเมื่อชุมชนเจริญเติบโตประชากรเพิ่มมากขึ้น ปัญหาเรื่องน้ำเสียก็ติดตามมาเป็นเงาตามตัว ทั้งนี้ เพราะว่าน้ำเสียเป็นผลิตผลอย่างหนึ่งในการดำเนินชีวิตประจำวันของคน และนับวันน้ำเสียจะมีปริมาณมากขึ้นเป็นทวีคูณ และมีสารใหม่ ๆ แปลก ๆ ของผลิตภัณฑ์สมัยใหม่เจือปนอยู่ด้วย ซึ่งจะทำให้น้ำเสียเป็นปัญหายุ่งยากมากขึ้นตามลำดับในอนาคต


น้ำเสียนอกจากจะโสโครกมีกลิ่นเหม็นสีดำคล้ำ และอาจมีสารเคมีที่มีพิษเจือปนอยู่ด้วย เมื่อน้ำเสียไหลลงสู่แหล่งน้ำ เช่น แม่น้ำ ลำคลอง หนองบึง ก็จะแปรสภาพแหล่งน้ำสะอาดตามธรรมชาติให้กลายเป็นน้ำเสียไป ทำให้ไม่อาจใช้น้ำจากแหล่งน้ำแหล่งนั้นได้อีกต่อไป อีกทั้งยังส่งกลิ่นเหม็นตลบไปทั่วบริเวณ ทำให้อากาศหายใจไม่บริสุทธิ์เป็นอันตรายต่อสุขภาพอนามัยและความเป็นอยู่ของประชาชนอย่างร้ายแรง สัตว์น้ำทั้งหลายที่อาศัยอยู่ในแหล่งน้ำหากไม่ตายก็ต้องต้องอพยพหนีไปอยู่ที่อื่น ส่วนที่ทนอาศัยอยู่ต่อไปได้ย่อมจะมีรสชาติของเนื้อผิดแผกไป ความเสียหายที่เกิดขึ้นไม่เพียงแต่ในด้านอนามัยของประชาชนเท่านั้น หากยังกระทบกระเทือนถึงเศรษฐกิจของประเทศด้วย เพราะเหตุว่ากิจการที่ต้องใช้น้ำเป็นวัตถุดิบ เช่น การประปา และการอุตสาหกรรม ไม่อาจจะใช้น้ำจากแหล่งน้ำธรรมชาติเหล่านี้ได้ เป็นเหตุให้ต้นทุนการผลิตสูง


ประเทศไทย โดยเฉพาะอย่างยิ่งแหล่งชุมชนแออัดและที่ตั้งบ้านเรือนอยู่ริมแหล่งน้ำกำลังประสบปัญหาภาวะน้ำเน่าเสียเช่นนี้ ซึ่งยิ่งนับวันจะมีความรุนแรงเป็นทวีคูณ และส่งผลกระทบต่อสภาพแวดล้อมต่อส่วนรวมและเป็นภาระอันยิ่งใหญ่ในปัจจุบัน พระบาทสมเด็จพระเจ้าอยู่หัว ทรงห่วงใยต่อสุขภาพของประชาชนที่อาศัยอยู่ในแหล่งชุมชน ได้เสด็จพระราชดำเนินทอดพระเนตรสภาพน้ำเสียในพื้นที่หลาย ๆ แห่ง หลายครั้ง ทั้งในกรุงเทพฯ ปริมณฑล และต่างจังหวัด พร้อมทั้งได้พระราชทานพระราชดำริเรื่องการแก้ไขน้ำเน่าเสีย เริ่มด้วยการแก้ไขน้ำเสียรูปแบบง่าย ในช่วงแรกระหว่าง พ.ศ. 2527 ถึง พ.ศ.2530 โดยการใช้น้ำที่มีคุณภาพดีช่วยบรรเทาน้ำเสียบ้าง ใช้วิธีกรองน้ำด้วยผักตบชวาบ้าง ซึ่งก็จะได้ผลเพียงระดับหนึ่งเท่านั้น ต่อมาตั้งแต่ พ.ส.2531 เป็นต้นมา สภาพความเน่าเสียของน้ำที่บริเวณต่าง ๆ มีความรุนแรงยิ่งขึ้น การแก้ไขน้ำเสียรูปแบบดังกล่าวข้างต้นไม่ได้ผลเท่าที่ควร จำเป็นต้องนำเครื่องกลเติมอากาศเข้าช่วยบำบัดน้ำเสียอีกทางหนึ่งด้วยจึงพระราชทานแนวพระราชดำริให้ประดิษฐ์เครื่องกลเติมอากาศแบบไทยทำไทยใช้ขึ้นมา เมื่อวันที่ 24 ธันวาคม 2531 โดยมีวัตถุประสงค์ที่จะช่วยเหลือรัฐบาลเพื่อบรรเทาน้ำเน่าเสียแบบใช้ค่าใช้จ่ายน้อย ไปตามที่ต่าง ๆ

"กังหันน้ำชัยพัฒนา" มีคุณสมบัติในการเติมออกซิเจนหรืออากาศลงไปในน้ำ สามารถนำไปใช้ในการปรับปรุงคุณภาพน้ำได้อย่างอเนกประสงค์ ติดตั้งง่าย เคลื่อนย้ายง่าย เหมาะสำหรับใช้ในแหล่งน้ำสาธารณะและแหล่งน้ำธรรมชาติ ได้แก่ สระน้ำ หนองน้ำ คลอง บึง ลำห้วย ฯลฯ
