แผนพัฒนากำลังผลิตไฟฟ้า หรือ PDP (Power Development Plan 2550-2564) ได้ผ่านความเห็นชอบในการประชุม คณะกรรมการนโยบายพลังงานแห่งชาติ (กพช.) เมื่อวันที่ 9 เมษายน 2550 ที่ผ่านมา แผนฉบับดังกล่าวได้กำหนด สมมติฐาน จากค่าพยากรณ์ความต้องการใช้ไฟฟ้า หรือ Load Forcast โดย คณะอนุกรรมการการพยากรณ์ความต้องการใช้ไฟฟ้า เดือนมีนาคม 2550 แบ่งเป็น 3 กรณีคือ
กรณีฐาน กรณีต่ำ และกรณีสูง จากประมาณการเติบโตของเศรษฐกิจ (GDP) ในช่วงแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 12 กำหนดให้มีค่า "เท่ากับ" ค่าเฉลี่ยในแผนพัฒนาฯ ฉบับที่ 11 คือ ร้อยละ 5.6 ในกรณีฐาน ส่วนกรณีต่ำและกรณีสูงกำหนดให้ตั้งแต่ปี 2551 มีการเติบโตของ GDP ต่ำและสูงกว่ากรณีฐานร้อยละ 0.5 ตามลำดับ
