ทะเล มหาสมุทรเป็นแหลงพลังงานคลื่นที่สามารถนำมาใช้ประโยชน์ได้จำนวนมหาศาล เพียงแต่มีขนาดความกว้างของคลื่นเล็กและไม่แน่นอนขึ้นอยู่กับแรงลมที่พัดผ่าน ฉะนั้นในการจะนำพลังงานคลื่นมาใช้จึงต้องอาศัยพื้นที่กว้างใหญ่มาก นั่นหมายถึงจำนวนเงินที่จะนำมาลงทุนต้องมากมายมหาศาลเช่นกัน
ในประเทศไทยเองยังไม่มีการนำเอาพลังงานจากคลื่นมาใช้ แต่ในต่างประเทศมีการศึกษาและใช้พลังงานจากคลื่นตั้งแต่ปี พ.ศ. 2513 โดยประเทศที่ริเริ่มนำพลังงานจากคลื่นมาใช้ได้แก่ประเทศญี่ปุ่นและประเทศอังกฤษ ในการนำพลังงานจากคลื่นมาใช้มีอยู่ 2 ประเภทได้แก่ แบบอยู่กับที่และแบบลอย(Fixed and Floating) อุปกรณ์ผลิตพลังงานจากคลื่นแบบอยู่กับที่(Fixed Generating Devices)
อุปกรณ์ผลิตพลังงานาจากคลื่นแบบอยู่กับที่ (Fixed Generating Devices) มีอยู่ 2 แบบด้วยกันคือ แบบ Oscillating Water Column และแบบ Tapchanสามารถติดตั้งทั้งบริเวณชายฝั่งและแหลมที่ยื่นออกไปในทะเล
