- พัฒนาระบบราชการให้สอดคล้องและเป็นสากล

- ใช้มาตรการสุขอนามัยและสุขอนามัยพืช (sps) เป็นมาตรการที่กำหนดขึ้นเพื่อใช้ควบคุมสินค้าเกษตรและอาหาร ซึ่งมีความสำคัญเป็นอย่างยิ่งต่อการส่งออกสินค้าอาหารของกัมพูขา

- สร้างความมั่นคงด้านพลังงาน เพื่อการจัดการพลังงาน ให้เป็นไปอย่างยั่งยืน
