(3) ความตกลงพหุภาคีอาเซียนว่าด้วยการเปิดเสรีอย่างเต็มที่ของบริการขนส่งผู้โดยสารทางอากาศ (ASEAN Multilateral Agreement on the Full Liberalisation of Passenger Air Services: MAFLPAS)
ในการประชุมรัฐมนตรีขนส่งอาเซียน ครั้งที่ 14 มีมติให้จัดทำพิธีสารแนบท้ายความตกลงฯ เพิ่มขึ้น 2 ฉบับ เพื่อเป็นการเปิดเสรีการขนส่งผู้โดยสารทางอากาศอย่างเต็มที่ ได้แก่
พิธีสาร 1 ว่าด้วยสิทธิรับขนการจราจรเสรีภาพที่สามและสี่อย่างไม่จำกัดระหว่างเมืองใด ๆ ในอาเซียน (โดยมีเงื่อนไขว่า จุดต้นทางและจุดปลายทางจะต้องไม่เป็นจุดที่เป็นเมืองหลวงในเที่ยวบินเดียวกัน) ซึ่งสายการบินมีสิทธิทำการบินไปยังเมืองใดๆ ในอาเซียนที่มีท่าอากาศยานระหว่างประเทศ และมีสิทธิทำการบินระหว่างเมืองในประเทศของตนและเมืองในประเทศสมาชิกอาเซียนอื่นได้โดยไม่จำกัดจำนวนเที่ยวบินและแบบของอากาศยาน
