The Prime Minister has already asked newspaper editors to develop plans for a robust, independent body that can oversee the press or face the prospect of legislation.
In his review of media ethics, Lord Justice Leveson said new laws are necessary to set up a press watchdog, which would overseen by a judge.
But freedom of speech campaigners say allowing MPs to set up laws to oversee newspapers threatens to undermine the principle of a free press.
The Daily Telegraph disclosed last week that Mr Cameron was considering a Royal Charter for the new regulator, which ministers believe could give it the same sort of independence from political influence as the BBC.
Royal Charters have existed for almost 1,000 years and have been granted to towns and cities, as well as to institutions such as the BBC, the Bank of England and the Royal Opera House.
Under the charter system, the Queen must formally accept each institution, in a document which is written on vellum, sealed and laid in Parliament.
It is accompanied by a set of rules, created for each institution, setting out the chartered organisation’s duties, limits and how it is regulated.
In the case of newspapers, these rules could include giving the subjects of news reports a right of reply, and an undertaking by media organisations only to obtain information by legitimate means.
