เมื่อปี 2533 พระบาทสมเด็จพระเจ้าอยู่หัว ทรงพระกรุณาโปรดเกล้าฯ พระราชทานพระราชดำริกับ นายสุเมธ ตันติเวชกุล เลขาธิการมูลนิธิชัยพัฒนา และเลขาธิการ กปร. อธิบดีกรมชลประทาน พร้อมคณะเจ้าหน้าที่ว่า ได้ทรงทราบว่า พระเทพญาณรังษี (พระอาจารย์จันทร์ คเวสโก) ได้ไปดำเนินการพัฒนาพื้นที่ตำบลหนองปรือ อำเภอบ่อพลอย จังหวัดกาญจนบุรี (ปัจจุบันคือพื้นที่ตำบลสมเด็จเจริญ อำเภอหนองปรือ จังหวัดกาญจนบุรี) ซึ่งจะก่อให้เกิดประโยชน์แก่ราษฎรเป็นอย่างดี จึงทรงให้ เลขาธิการมูลนิธิชัยพัฒนา ประสานและสนับสนุนการดำเนินงานโครงการ ร่วมกับกรมชลประทาน พิจารณาก่อสร้างอ่างเก็บน้ำตามลำน้ำต่างๆ ของห้วยตะเพิน ในเขตอำเภอบ่อพลอย จังหวัดกาญจนบุรี และอำเภอด่านช้าง จังหวัดสุพรรณบุรี เพื่อจัดหาน้ำช่วยเหลือราษฎรในเขตโครงการ ทำให้มีน้ำทำการเพาะปลูก อุปโภคบริโภค ได้ตลอดปี และสมควรปลูกป่าตามบริเวณขอบอ่างเก็บน้ำต่างๆ ที่ทำการก่อสร้างด้วย
ต่อมา พระบาทสมเด็จพระเจ้าอยู่หัว ได้พระราชทานพระราชดำริให้ดำเนินการจัดหาที่ดินจำนวนหนึ่งนำมาใช้จัดทำโครงการเพื่อพัฒนาและช่วยเหลือประชาชนในบริเวณพื้นที่ดังกล่าว และพระราชทานชื่อว่า โครงการห้วยองคตอันเนื่องมาจากพระราชดำริ และได้พระราชทานพระราชทรัพย์ส่วนพระองค์ และงบประมาณจากมูลนิธิชัยพัฒนา ในการสนับสนุนการดำเนินงานโครงการฯ ทั้งนี้ ในการดำเนินงานโครงการยึดหลัก “บวร” และการบริหารจัดการทรัพยากรธรรมชาติที่เหมาะสมกับสภาพพื้นที่ เพื่อให้ราษฎรได้อยู่อาศัยและทำกิน กับธรรมชาติอย่างเกื้อหนุนกัน
โครงการห้วยองคตอันเนื่องมาจากพระราชดำริ มีพื้นที่ครอบคลุม 4 หมู่บ้าน ได้แก่ หมู่ที่ 2 บ้านเขาหินตั้ง หมู่ที่ 3 บ้านห้วยแม่ระวัง หมู่ที่ 4 บ้านม่วงเฒ่า และหมู่ที่ 5 บ้านบารมี รวมเป็นพื้นที่โครงการทั้งหมดประมาณ 20,625 ไร่
