โดยเข้าร่วมเป็นสมาชิกอาเซียนพร้อมกับประเทศพม่า นับตั้งแต่วันที่ 23 กรกฎาคม พ.ศ.2540 วัตถุประสงค์ของลาวในการเป็นสมาชิกอาเซียน คือ ความมั่นคงทางการเมือง เศรษฐกิจ และสังคม เพื่อบรรลุเป้าหมายของการพัฒนาประเทศตามแผนพัฒนาเศรษฐกิจที่ได้วางไว้
1) ความต้องการทางด้านการเมืองและความมั่นคง
2) ความต้องการพัฒนาทางด้านเศรษฐกิจ
3) ความต้องการพัฒนาทางด้านสังคม

บทบาทของลาวในอาเซียน

ด้านบทบาทการเป็นประธานอาเซียน การเป็นสมาชิกอาเซียนนับเป็นภาระที่หนักและยิ่งใหญ่สำหรับประเทศลาว นับตั้งแต่เริ่มเปิดประเทศและมีความสัมพันธ์ทางการทูตกับประเทศต่างๆ ซึ่งลาวไม่เคยเข้าร่วมองค์กรระหว่างประเทศมาก่อน การเข้าร่วมประชุมอาเซียนในปัญหานานาชาติจึงเป็นสิ่งที่ท้าทายสำหรับลาว หลังการเข้าร่วมเป็นสมาชิกอาเซียน ประเทศลาวในฐานะสมาชิกใหม่ ได้รับบทบาทสำคัญในเวทีอาเซียนโดยการเป็นเจ้าภาพจัดการประชุมผู้นำอาเซียน ครั้งที่ 10 ณ กรุงเวียงจันทน์ ในวันที่ 29-30 พฤศจิกายน พ.ศ.2547 นับเป็นครั้งแรกของประเทศลาวที่ได้ทำหน้าที่ในการจัดการประชุมระดับนานาชาติ โดยประเทศลาวได้จัดสรรงบประมาณในการปรับปรุงถนนและการตกแต่งประดับประดาถนนสายหลักๆ อย่างสวยงาม เพื่อสร้างความประทับใจแก่ผู้เข้าร่วมประชุม แสดงถึงความเป็นหน้าตาของประเทศลาวในฐานะเจ้าภาพจัดประชุมสุดยอดอาเซียน
