เป้าหมายสาคัญของการรวมกลุ่มทำงเศรษฐกิจของอาเซียน คือ การสร้างภูมิภาคที่มีความสามารถในการแข่งขันสูง มีความเจริญรุ่งเรือง และมีเสถียรภาพทางเศรษฐกิจ
ภูมิภาคที่มีความสามารถในการแข่งขันมี 6 องค์ประกอบหลัก ได้แก่
(1) นโยบายการแข่งขัน (2) การคุ้มครองผู้บริโภค (3) สิทธิในทรัพย์สินทำงปัญญา (IPR) (4) การพัฒนาโครงสร้างพื้นฐาน (5) มาตรการด้านภาษี (6) พาณิชย์อิเล็กทรอนิกส์
- การเป็นภูมิภาคที่มีการพัฒนาทำงเศรษฐกิจที่เท่าเทียมกัน
การพัฒนาทำงเศรษฐกิจที่เท่าเทียมกัน มี 2 องค์ประกอบ คือ (1) การพัฒนาวิสาหกิจขนาดกลำงและขนาดย่อม (SME) (2) ความริเริ่มในการรวมกลุ่มของอาเซียน (Initiatives for ASEAN Integration: IAI) ความริเริ่มดังกล่าวมีจุดมุ่งหมายเพื่อลดช่องว่างการพัฒนา ทั้งในระดับ SME และเสริมสร้างการรวมกลุ่มของกัมพูชา ลำว พม่า และเวียดนาม ให้สามารถดำเนินการตามพันธกรณีและเสริมสร้างความสามารถในการแข่งขันของอา เซียน
